Help

This position performs duties to include:

  • Performs administrative work in the following areas: personnel management/administration, budgeting and financial management, procurement and contracting, property management and supplies.
  • Assists in directing the personnel management program for FMS, performing and overseeing the full range of human resources requirements for 69+ employees consisting of the Front Office, Project Section, Biomedical Engineering Section, Maintenance & Operations Section, and Fleet Management Section.
  • Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
  • Acts as the liaison with the human resource management office concerning personnel-related matters.
  • Keeps management informed of the status of ongoing personnel actions.
  • Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
  • Provides advice to management and program personnel on budgetary and financial issues.
  • Assists in the budgeting and financial management for FMS. This includes budget formulation, justification, and execution.
  • Reviews, analyzes, and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
  • The incumbent independently assesses internal and external requests for information, data, and policy guidelines and recommends the proper communication channels or action.
  • Assists supervisors in projecting staffing needs, writing position descriptions and developing job analyses. Develops factor quality level definitions (FQLs), knowledge, skills, abilities (KSAs), prepares performance plans and appraisals, competencies, and prepares requests for disciplinary actions.
  • Manages a contract budget in excess of $2 million, which includes building service equipment, office equipment, and medical equipment. This involves preparing procurement requests, statements of work, acting as the Contracting Officers Representative (COR), maintaining records including service calls and preventive maintenance inspection reports, and certifying invoices for payment.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative support such as being the first point of contact and routing information; processing and reviewing documents including legal documents, billing information, medical records, or administrative records for completeness and accuracy; utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information for use in litigation and/or to accomplish time or case management functions; and experience assisting with human resources functions such as recruitment, position classification, performance, and training. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Note: Transcripts are required. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of sucessfully completed graduation education and specialized experience beyond the first graduate year or 18 semester hours and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: Transcripts are required.
