Summary

The Deputy Assistant Secretary of War for CBRN Defense Programs (OASW (CBRND)) is the principal advisor on all chemical, biological, radiological, and nuclear (CBRN) defense matters. The office manages and oversees the Department's CBRN Defense Programs to increase preparedness, reduce Warfighter risk, and provide capabilities to sustain military operations and effectiveness against CBRN hazards and threats.

Incumbent typical work assignments may include the following:

  • Provides oversight and input into identifying and shaping outcomes of Capability Portfolio Management processes and outcomes in the areas if Chemical, Biological, Radiological, and Nuclear Defense through the integration of military operational concepts, military needs, and realistic experimentation.
  • Defines, integrates, and implements the mission integration portfolio, enterprise-wide experimentation strategy, and experimentation implementation plan, to enact long-term impact on the entire CBRND Program's threat understanding, analysis of gaps and vulnerabilities, generation of most relevant requirements, and involvement of warfighters.
  • Interacts with offices within OSW, the Joint Staff, the Services, the Combatant Commands, and CBRND enterprise components to recommend, direct, and manage integration of DASW(CBRND) equities in experimentation in support of Combatant Command and Service plans for operating in chemical, biological, radiological, and nuclear threat environments.
  • Develops and promulgates enhanced advocacy and educational materials, in coordination with ODASW(CBRND) staff, for diverse audiences both internal and external to the Department of War to facilitate better understanding of CBRND-relevant threats and defensive capabilities and to advance innovative technologies to meet warfighter needs.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-0301-03 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-3 (GS-12/13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:

1. Executing the integration of Chemical, Biological, Radiological, and Nuclear Defense (CBRND) program objectives into Department-wide experimentation activities to meet strategic goals.
2. Conducting analysis of military operational concepts and experimentation data to identify CBRND capability gaps and preparing assessments on program risk.
3. Implementing approved experimentation plans by coordinating requirements and actions with stakeholders across the Military Departments and other government agencies.


You may qualify at the NH-0301-04 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-4 (14/15) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:

1. Authoring and directing the implementation of an enterprise-wide experimentation strategy for the Chemical, Biological, Radiological, and Nuclear Defense (CBRND) Program to shape long-term capability development.
2. Overseeing the evaluation of CBRND Capability Portfolios to make formal recommendations to senior executive leaders on strategic direction, investment, and mitigation of programmatic risk.
3. Securing the integration of CBRND equities into Department-wide plans by negotiating objectives and representing the organization's interests in forums with senior officials from the Office of the Secretary of War (OSW), Combatant Commands, industry, and academia.

You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
