Help
  • If selected at the GS-12 level, the below responsibilities will be performed in a developmental capacity.
  • This position serves as a functional expert for analyzing, redesigning, and implementing efficient, controlled, and auditable end-to-end HR processes.
  • Leads and oversees the HR Continuous Process Improvement (CPI) program, including project planning, POAM management, and stakeholder alignment.
  • Conducts end-to-end analysis of HR processes, using Lean Six Sigma and/or other CPI methodologies to identify inefficiencies and design optimized, auditable workflows.
  • Facilitates cross-functional teams to redesign HR processes, perform root-cause analysis, and implement standardized process maps, procedures, and performance metrics.
  • Partners with HR, legal, audit readiness, and system owners to ensure policy alignment, internal controls, risk mitigation, and audit compliance across HR processes.
  • Integrates HR CPI initiatives with enterprise-wide strategic plans, ensuring HR functional plans support agency-level transformation goals.
  • Serves as a subject matter expert on HR sub-processes, conducting studies on complex HR issues and providing recommendations to senior leadership.
  • Promotes continuous improvement by institutionalizing best practices, communicating lessons learned, and maintaining strong relationships with stakeholders at all levels.
  • A Lean Six Sigma Green Belt certification is preferred.

Qualifications

To qualify for a Program Analyst (Continuous Process Improvement), your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

GS-13:

  • Experience independently leading CPI projects with significant organizational impact across major HR functions.
  • Experience interpreting and applying federal HR laws, regulations, and policies-including OPM and DoD directives-to ensure audit readiness, internal control compliance, and process integrity.
  • Experience planning, organizing, and directing team-based studies, and negotiating with management to implement recommendations that require substantial changes to HR operations or resource commitments.
  • Experience communicating complex HR issues and presenting findings, recommendations, and alternatives to senior leadership through clear written reports and oral briefings.
GS-12:
  • Experience assisting with CPI projects that improve HR functions such as staffing, classification, employee benefits, pay & travel, training, performance management, or employee relations.
  • Experience interpreting and applying federal HR laws, regulations, and policies, including OPM and DoD guidance, to support audit readiness and internal control requirements.
  • Experience participating in team-based studies, gathering data, and helping develop recommendations for improvements to HR processes or procedures.
  • Experience communicating HR issues and preparing written reports or briefings that explain findings and proposed solutions to supervisors or team leads.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
