Major Duties:

  • Serves as the knowledge expert for the electronic health record and associated clinical software.
  • Identifies and assesses end-user educational requirements and training needs, then develops and delivers appropriate training programs.
  • Manages the development and execution of complex projects.
  • Provides training on how to accurately gather and utilize pertinent clinical and administrative information.
  • Trains employees on how to successfully integrate software applications for clinical services.
  • Uses data bases and registries, formulates tools to support patient care and ensure quality management and clinical oversite.
  • Extracts, analyze and provides data to assess treatment impacts.
  • Oversees and monitors end user satisfaction to drive enhancements.
  • Serves as Subject Matter Expert (SME) in Health Informatics Systems.
  • Works and train closely with employees from all levels and all disciplines across multiple organizations.
  • Participates in the development of clinical decision-support systems and decision support systems.
  • Improves efficiency and effectiveness of processes by utilizes knowledge of human factors.
  • Reviews, interprets, and provide recommendations for the revision of regulatory guidelines, policies and standing operating procedures.
  • Consults, advises, and educates all levels of employees including the highest levels of management, on methods and means to make health care operations more effective and efficient.
  • Initiates, develops, and executes complex projects that support veterans' health care needs, collaborates effectively in a lead role.
  • Performs other duties assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade: Applicants who are current Federal employees and have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal Service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: GS-13:
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing data; assigning, monitoring, and reviewing the work performed by subordinate team members; comprehensive knowledge of the data life cycle to input, retrieve, analyze, summarize, and present information effectively; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques.


Note: One(1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and may carry light items such as books, instruments, laptops, and other similar materials.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
