Help
  • Lead and execute the full complement of budgetary and procurement operations, including budget plans, necessary to support the activities of the One Big Beautiful Bill Act (OB3A) work.
  • Serve as a budget/financial management contractor for the Center’s One Big Beautiful Bill Act (OB3A) and Rural Health Transformation Program (RHTP) work.
  • Lead technically complex projects and initiatives designed to address CMCS, CMS, and HHS strategic plans, goals, and objectives related to the organization’s work.
  • Prepare a variety of written products, including briefing documents, performance dashboards, reports, and issue papers to educate stakeholders, increase compliance, and foster participation in CMCS programs.

In order to qualify for this GS-14 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:

  1. Providing technical guidance on budget administration, acquisition processes, and contract oversight; and
  2. Managing projects to assess budgetary and procurement issues and recommending solutions; and
  3. Executing approved budgets to ensure obligations and expenditures meet requirements; and
  4. Preparing budget estimates, cost-benefit analyses, or acquisition planning documents.
AND
  • Must possess and maintain a current/active FAC-COR Level II Certification. Documentation demonstrating possession of this certification must be submitted with application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
