Help

Major Duties include but not limited to:

  • Manages and assesses the effectiveness of all financial aspects of fleet operations: Operating funds, initiating commercial job orders, controlling vehicle operating and administrative inventory and initiating processing of billings and adjustment to customer agencies. Analyzes overall fleet operations as to proper utilization and recommends changes to vehicle types and sizes.
  • Maintains cost efficient operations, ensuring maximum vehicle utilization and quality of service. Implements changes for cost and operational improvements. Determines when to dispose of used vehicles and equipment, and directs preparation of vehicles for turn-in.
  • Plans and coordinates the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy.
  • Initiates vehicle procurement action on replacement and additional vehicles based on replacement standards and consultation with using agencies. Prepares specifications and requirements for nonstandard vehicles and equipment or determines if requirement can be filled by modifications of existing vehicles. Incumbent procures accessory equipment locally. Incumbent is responsible for preparation of basic specifications for the equipment, for solicitation of competitive bids, award, and inspection and acceptance of equipment.
  • Receives new vehicles and assigns to appropriate staff and centers. Recommends action to reduce total cost to Government in cases where agencies are operating VA owned vehicles and using GSA Fleet Management Center vehicles.
  • Incumbent advises on the goals of cost reduction, energy reduction and productivity improvement. Actively participates in agency reduction and productivity improvement. dies and serves as a team member in making analyses of current fleet operations and economic comparisons of GSA services.
  • As a Contracting Officer's Representative (COR), manages complex contract shuttle service with off campus leased parking to ensure appropriate scheduling and coverage of staff needs are met.
  • Plans, directs and administers the complete maintenance program for standard and a variety of special purpose vehicles. She/he arranges for type and quantity of required vehicles. Incumbent administers contracts, ensuring adherence to all terms for the Fleet Center
  • Incumbent is responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment assigned to the Transportation Unit. Incumbent is responsible for the submission of monthly, quarterly, annual cost, and estimated cost reports on vehicles. Incumbent sets specifications and orders new replacement equipment.
  • Incumbent enters into service agreements for maintenance, fuel and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result.
  • Incumbent coordinates all maintenance requirements and directs station fleet management operations for the RHJVAMC and remote sites. Inspects commercial sources for maintenance of vehicles operating locally and in areas remote from the facility. Is responsible for major and nonstandard vehicle modifications, vehicle wraps, and all vehicle accident repairs and/or recommendations for uneconomical repair determinations.
  • Operates fleet according to overall fleet management policies, previous training and procedures set by the Medical Center, VA and GSA guidelines, and previous training and procedures established by higher organizational levels. Work is reviewed in terms of results. Resolves conflicts which arise, determines approach and establishes methodology.
  • Incumbent serves as liaison to the Administrative Officers and Business Managers of the medical center and remote sites, providing guidance on fleet management requirements to them and supporting them in the completion of administrative activity to ensure appropriate consideration of their request will be possible.
  • Incumbent maintains a file on Physical Fitness Inquiry for Motor Vehicle Operations and sends notice to employees when an update of his/her driver's permit is required.
  • Work is reviewed in the form of utilization rates, vehicle downtimes, costs, miles operated, trips completed and handling of agency problems. Annual on-site inspections by the VISN Fleet Manager provide a spot evaluation as to the managers' performance in the areas of cost control and quality of service.
  • Serves as approving official for purchase cards and vehicle fleet cards managed by staff
  • Perform other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing fleet management workload, financial/budget information; vehicle rotation program which includes a fleet of motor vehicles and trailers, ranging from sedans, pickup trucks, full-sized trailers, and special purpose vehicles; uses automated information systems to generate recurring reports addressing operational costs and cost estimates; and/or the ability to communicate orally and in writing to effectively convey information regarding fleet programs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience as described above but less than one year and have more than one year, but less than two years of graduate education as described above. Compute the experience and education, totaling at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary; however, it also involves walking, standing, bending and carrying of items including books. Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies. Incumbent's work is sedentary with occasional walking, bending, standing and carrying light items such as files, forms, supplies and parts and driving motor vehicles for short distances.

Work Environment: Work is performed in an office setting and frequently in a maintenance shop setting. There is frequent exposure to dirt, grease, noise and machinery. Incumbent may be required to travel approximately 120 miles commuting between different facilities. Incumbent may be required to trouble-shoot equipment in remote areas.
