1. Serves as Air Force senior technical advisor to the Civil Engineer Enterprise to Major Command (MAJCOM) civil engineers, Air Force units, Air Force Installation Mission Support Center and subordinate PSU's in the maintenance, operation, and training related to complex and sophisticated systems, and equipment.

2. As the center's senior technical advisor, provides expert technical advice to senior leaders and career field managers in the maintenance, operation, and training related to complex and sophisticated systems and equipment.

3. Identifies, develops and conducts informal training to include: over-the-shoulder, classroom, demonstration, group, one-on-one, and spontaneous training.

4. Provides advanced technical assistance to field units in resolving complex system/equipment problems.

5. Performs fundamental project management, administrative duties and responsibilities.

  • This position requires frequent travel or long periods away from the normal duty station to include CONUS or OCONUS and may include remote or isolated sites.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.
  • Selectee may be required to serve a probationary or trial period.
  • Position is Emergency Essential (E-E): Incumbents on this position may need to be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • Direct Deposit: All federal employees are required to have direct deposit.
  • Emergency overtime may be required.
  • Required to possess a valid operator’s license in order to drive a motor vehicle to and from work sites. Required to procure a government operator’s permit and/or obtain a commercial driver’s license to drive and/or operate motor vehicle.
  • The employee may often be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee must be willing and able to travel on military and commercial aircraft, private and military vehicles. Physical fatigue and stress precipitated by worldwide travel across time zones. Travel and TDYs may involve extended periods of time.
  • This position requires a physical/medical examination. The employee must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, for extended TDY.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education

Undergraduate Education: Major study -- any field of study in an accredited college or university.

Graduate Education: Major study -- fields related to the position to be filled.
OR

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

  • Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
  • Reviewing and applying technical specifications and requirements.
  • Analyzing equipment and forecasting spare parts requirements.
  • Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
  • Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
  • Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes senior technical expert with extensive experience in maintaining and repairing complex systems, including power generation and aircraft arresting equipment; solving difficult technical problems by developing new repair methods and recommending design fixes; creating and teaching advanced technical training to improve the skills of field technicians; advising senior leadership by providing clear reports and briefings on equipment issues and recommended solutions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of procedures for collecting, analyzing, interpreting, maintenance concepts, principles, and practices; develops specialized information about power generation systems, microgrids, and aircraft arresting systems (and related) equipment.

2. Knowledge of required security and safety regulations, practices, and procedures.

3. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.

4. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.

5. Ability to plan, organize, and reprioritize work to meet changing deadlines.

6. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
