Duties

Help

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Responsible for executing, administering, and managing all NAF HR programs. Serves as an advisor to Force Support management regarding the NAF HR programs.
  • May represent management as technical advisor for negotiations of often complicated and complex issues. May serve as management's representative in formal hearings, grievances, appeals, and responds to affected parties and/or authoritative bodies, both internal and external and ensures responses are in compliance with regulations.
  • Plans and administers the full NAF Position Classification, conducts position review, performs desk audits, conducts job analysis, develops qualification standards, classifies positions to proper series, title, and grade/pay band according to duties and responsibilities, determines an assigned Fair Labor Standards Actions (FLSA) designations, and prepares required evaluation statements.
  • Advises management on internal/external recruitment programs and develops plans to ensure programs are responsive to the needs of Force Support organizations. Manages specialized recruitment procedures for NAF Career Program and oversees personnel.
  • Ensures NAF personnel are informed and trained on quality AF programs.

  • This position is Centrally Managed; PCS is authorized and will be paid by the career field.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • This is a supervisory position; a one-year supervisory probationary period is required.
  • Must be able and willing to assume a lead/supervisory position.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include providing support in the military human resources programs such as personnel reserve assignment accessions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of laws, regulations, policies, practices, and procedures covering NAF HR programs involving classification and position management, recruitment and staffing, employee-management relations, equal employment opportunity, labor relations, and employee development and training to appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions pertaining to NAF HR.
  2. Knowledge of a wide range of HR concepts, laws, policies, practices, analytical, and diagnostics methos and techniques sufficient to solve a wide range of complex, interrelated HR problems and issues.
  3. Knowledge of automated personnel data systems to ensure accuracy and timeliness in processing of NAF personnel actions and generate automated products/documents.
  4. Skill in applying analytical and diagnostic techniques and quantitative and qualitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to solve a variety of problems and issues.
  5. Ability to supervise, plan, organize, and direct a small HR office (e.g., budgeting, safety, performance supervisory HR management responsibilities, etc.)
  6. Ability to maintain good working relationships and gain support for HR programs goals.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
