Help

The Office of Digital Finance is within the Office of the Chief Financial Officer (OCFO). The mission of this office brings together robust data analysis capabilities and foundational financial systems expertise to drive agencywide decision making. The Executive Director role reflects the Chief Financial Officer’s (CFO) focus on the value of financial analytics, innovative technologies, and process optimization to drive positive change throughout GSA. The Office of Digital Finance consolidates data management, data delivery, financial and business analytics, and financial systems development and maintenance functions into one organization. The Executive Director will be responsible for managing GSA’s core financial management system along with other OCFO specific business systems, providing oversight on the integrity of financial data, and serving as the analytics Center of Excellence (COE) for all financial reporting needs. The Director is also responsible for the following duties:

  • Ensuring that core financial management systems are properly developed, operated, maintained, secured, and available for use in support of 40 million transactions per annum in accordance with approved policies, procedures, and internal control requirements.
  • Overseeing the management and coordination of all aspects of major financial systems development projects undertaken within the OCFO, including core accounting system interfaces, distributing processing requirements, and reporting capabilities, procurement, and contract administration aspects. 
  • Modernizing OCFO’s financial data environment and business intelligence capabilities within the enterprise data strategy and ensuring responsible stewardship of core financial systems and data through robust IT governance, comprehensive spend tracking, and rigorous oversight of accounting and business systems that support GSA's mission.
  • Developing and implementing business process changes to allow implementation of new or enhanced financial management system functionality, and ensuring that all new functionality complies with federal accounting requirements. 
  • Managing OCFO’s analytics COE by providing innovative technology solutions and assisting with upskilling of OCFO's workforce with more analytical capabilities. 
  • Driving business transformation and modernization through innovative digital finance technology solutions, process elimination and optimization, and intelligent automation across GSA’s financial operations. 

  • Serving as the Executive Sponsor for the GSA-wide continuous process improvement initiative, including the review and analysis of critical business process issues across the agency, while cross collaborating with GSA business portfolios and support offices to review and evaluate existing processes, design new business processes, and define associated system requirements.

OTHER CONDITIONS OF EMPLOYMENT:

  • This position is a Critical Sensitive High Risk national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a  certification statement confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • Veteran's preference does not apply to positions in the Senior Executive Service.  

Qualifications

All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES:

  • Demonstrated experience leading the development and management of financial, accounting, and payroll policies, programs and operations for a Federal agency, including experience developing financial management system requirements.
  • Direct knowledge of, managerial experience of, and demonstrated leadership ability in financial and business analytics for a complex federal agency, including: financial reporting, budget execution, performance management, data management and delivery, financial systems optimization, continuous process improvement, and strategic planning.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

5. Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

This structure is designed to provide a more refined approach to executive compensation, aligning pay levels with the scope, complexity, and impact of each SES role. This is a Tier IISES position. Current SES members whose salary equals or exceeds the maximum advertised salary for this position, will not lose pay upon appointment.
