| DUTIES AND RESPONSIBILITIES Plans, organizes, and oversees the activities of a Child Development Center, ensuring the programs comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Child Development Center objectives. Researches, interprets, analyzes and applies Public Law, DOD, USAF, and MAJCOM regulations, directives, manuals, and operating instructions pertinent to the administration and operation of the Child Development Program. Establishes policies and procedures for accomplishment of age appropriate programs to all children through individual and group developmental and educational settings to stimulate and sustain social, emotional, cognitive and physical growth of children. Plans work for accomplishment by subordinates, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate supervisors on a wide range of administrative issues. Identifies need for change, in organization priorities and takes action to implement such changes. Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs. Establishes review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved. Responsible for self-inspections and presents detailed information to the appropriate function with any correction actions. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Accepts, amends, or rejects work of subordinate employees. Makes decisions on work problems presented by subordinate supervisors and staff. Reviews training recommended by subordinate supervisors to ensure it promotes effective operation of the organization as a whole. Develops, administers and evaluates an ongoing program of individual and group developmental and educational activities for staff implementation and execution. Provides oversight in the care of full day, part day, and specialized settings. Assesses and determines requirements for program equipment and materials. Ensures cognitive, physical, and emotional growth of children ages 6 weeks to 5 years or those with physical, intellectual and/or developmental disabilities and function on an age comparable to those previously stated. Provides direction in identifying children not meeting age group expectation. Establishes procedures and coordinates interaction with base and civilian agencies as required for referral, training, and consultation purposes to include provision of services for special needs children. Meets DOD, National Fire Protection Association 101 Life Safety Code, and National Association for the Education of Young Children (NAEYC) criteria and standards and assists subordinate personnel as necessary. Ensures program accreditation and DOD certification requirements are met by monitoring programs in good standing. Implements and manages the US Department of Agriculture (USDA) Child Care Food Programs. Ensures early childhood development training is planned and conducted according to the Developmental Training Model and individual needs by curriculum specialists. Training will include but not limited to child abuse prevention, fire, safety and other required procedures. Monitors employee completion of training modules for timely promotion. Ensures safety and health requirements are met in the facility, on the playground and during transportation of children. Ensures age appropriate materials are available and that classrooms are designed for each age group. Provides parent resources to obtain assistance, both financial and professional, through network of family support with area and national early childhood education associations. Plans and promotes programs to help children adjust to childcare and develops parent involvement programs. Notifies the Family Advocacy Officer and other agencies as outlined in Air Force directives in cases of suspected child abuse. |
