As a Supervisory IT Specialist (Network), GS-2210-12, you will:
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of incumbents. Evaluate work performance of subordinates. Give advice, counsel, or instruction to incumbents on both work and administrative matters. Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions. Hear and resolve complaints from incumbents, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identify developmental and training needs of incumbents, providing or arranging for needed development and training. Find ways to improve production or increase the quality of the work directed. Develop performance standards.
Provide technical expertise and management oversight, in the installation, administration, optimization, and operation of multiple large and enhanced complex networks and communication systems. Maintains required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security and information assurance policies, principles, and practices in the delivery of all information technology services. Independently oversee installation, configuration, testing, migration, integration, and operation within the network operating environment, ensuring appropriate allocation of resources and minimal service disruptions, and advise customer support specialists, by providing post-implementation support to end-users. Establish project plans and priorities and coordinate with appropriate personnel to carry out the plans. Provide guidance to subordinates on the development of complex project plan tasks and timeliness. Provide detailed information regarding all technical aspects of equipment, software, and systems. Develop and apply project management techniques to the obtainment of new systems and enhancements to existing systems projects. Coordinate on decisions regarding strategic changes to IT capabilities. Review outstanding requirements, assess and validate priorities, and provide solutions to customer problems. Oversee effort to set up, load, and configure hardware and software to operate networks as defined in the technical design plan. Coordinate installation and sustainment issues with IT and telecommunications specialists, and plan for post-implementation support to end-users. Monitor progress of assigned projects and ensure timelines are met. Oversee the test and implementation of vendor-supplied modifications to existing operating systems and the installation and relocation of equipment with organizations on or supported by the base IT function. Manage the preparation of plans and procedures and documentation for use by IT and telecommunications technicians and operations personnel and recommend revision of operating procedures as necessary. Assess the security effectiveness of installed systems.
Develop and recommend technical solutions to mission and customer requirements. Define broad objectives as to scope and priorities of projects and requirements in the section and guides subordinates in the achievement of those objectives. Determine time frames and schedules section personnel assignments to meet objectives. Initiate and lead transition meetings to facilitate customer acceptance of systems and operational aspects of the project. Identify and address critical operational issues and certify operational readiness of networks, equipment, components, software, and systems for organizations located on or serviced by the activity. Review proposals for change, analyze data, and compare alternatives. Ensure that all hardware and software components are available for installation of new and upgraded IT and communications systems; and, where necessary, relocation of existing services and equipment. Monitor production activity and identify actions to improve performance. Perform network and operational validation testing of hardware, software, and communication systems.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties.
This may include Operating Locations (OL) and/or Geographically Separated Units (GSU). Due to distances involved, travel may involve one or more overnight stays.
Must be able to obtain and maintain the appropriate security clearance of the position.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

General Experience: Must possess experience, education or training which indicates the ability to supervise, direct and manage employees who provide technical and administrative support to customers in a wide variety of areas to include information technology systems, telecommunications systems management, training management, personnel management and information management.
Specialized Experience: Candidate must have 36 months experience, education or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
