Major duties and responsibilities include:

  • Develop, maintain and or manage the executive office's day-to-day plan, office systems, procedures and communications.
  • Responsible for the CEO's calendar.
  • Manage administrative requirements to lead office administrative support staff, including scheduling, tracking, personnel management, supplies, equipment/property, database management and office moves.
  • Organize and prioritize correspondence for the Pentad according to the importance of the subject and the time available.
  • Act as a liaison or handles the communication with persons and/or groups within and outside of the organization
  • Takes on special projects as assigned by the CEO.
  • Identify objectives based on an understanding of the facility needs.
  • Performs management and program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects or board or committee related work.
  • Interprets administrative policies, develops and implements local policies for the medical center, defines administrative requirements and provides advice to top management on related issues.
  • Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Full-Time, Monday - Friday, 8:00 am - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience as described below:

  • Specialized Experience:
GS 09
  • You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization to qualify for GS-09. Examples of specialized experience would typically include, but are not limited to: Analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; conducting studies, analyzing findings and making recommendations on substantive operating programs; preparing project papers and staff reports; organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; Performing analytical and investigative techniques to conduct staffing requirements and utilizations; identifying and analyzing issues, and developing recommendations; resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting; analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of service program operations in meeting established goals and objectives.
Or
master's or equivalent graduate degree

or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related


GS 11

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds maybe required. Assignments may occasionally involve longer periods of standing, bending and stooping to observe and facilitate group projects or activities.

Equivalent combinations of education and experience are qualifying for the 9/11 grade level.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
