This position is responsible for oversight and coordination of all functions related to the execution of the fee assistance program within the CYP Joint Operations division. The incumbent is responsible for executing a program that supports fee assistance processses for multiple services/ components, serves over 6,000 children, and includes over 3,000 participating community providers.
Summary
This position is responsible for oversight and coordination of all functions related to the execution of the fee assistance program within the CYP Joint Operations division. The incumbent is responsible for executing a program that supports fee assistance processses for multiple services/ components, serves over 6,000 children, and includes over 3,000 participating community providers.
Provides management and oversight for the Joint Operations Community Based Fee Assistance Program. Ensures that day-to-day operations are conducted to ensure registration and enrollment activities, providers management and invoice processes are effectively executed to provide timely payments to community-based providers on behalf of military families.
Responsible for the development of effective processes to be used to administer the fee assistance subsidy payment process. Incumbent works with division analysts to ensure an accurate flow of information from family application to payment reporting is used to expedite proper payments.
Ensures program follow-up and efficiency in processing application, enrollments, invoices, reports and customer inquiries. Establishes and tracks reporting requirements to ensure program efficiency and service level standards are maintained.
Works with IT development contractors to design, develop and execute automated processes to administer the fee assistance program.
Establishes relationships through on-going communications with personnel from other functional offices (e.g. personnel, NAF accounting, legal) in order to gain support and provide adequate and timely services.
Actively outreaches to community child care providers to expand the network of providers who participate in the program and provides services to military families.
Establishes communication protocols with military service/components representatives for which the Navy processes fee assistance subsidy payments. Organizes and conducts meetings, provides written status reports to services/components.
Ensures the highest level of customer service with an emphasis on both courtesy and thoroughness is delivered to families, community providers and military service stakeholders. Establishes protocols and scripts that provide the basis for staff interaction that are helpful, positive, and friendly. Ensures process for escalation of complex issues are in place.
Manages long/short term performance objectives in order to measure on-going feasibility and viability of the program. Takes actions to ensure program and budget objectives are met.
Develops service level standards and associated metrics to manage team performance, justify personnel requirements monitor output and set customer expectations.
Analyzes, extracts, summarizes and identifies metrics, significant trends, and issues related to the fee assistance program.
Serves as Joint Operations CY fee assistance subject matter expert on inter-agency and/or inter-departmental teams established to analyze and resolve complex issues involving current and effective management practices and to make recommendations for implementation of global business practices and automated systems, which may require extensive changes in procedures and impact substantial government resources.
Reviews, develops, and maintains Memoranda of Understanding with military services/components for which the Navy acts as the subsidy management service provider.
Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative date, presentations and briefings, with CNIC leadership, DoD and Service level representatives.
Prepares and delivers oral presentations to a variety of audiences concerning the Joint Operations Fee Assistance Program.
Must pass all applicable records and background check.

Knowledge of qualitative and/or quantitative methods for assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on goals and objectives.

Skill in developing, organizing, and conducting program reviews and improvements through team efforts.
Skill in developing, evaluating, and defending programs to higher levels in DON, DOW, and other military services.
Ability to discern and resolve conflicts.
Ability to design, develop and manage systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture.
Ability to exercise all delegated supervisory and managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission.
