As a Statistician, GS-1530-14, you will be responsible for:
• Leading and providing expert advice on analytical projects requiring statistical methods. Using statistical data to prepare quantitative analyses to be used to estimate the costs of federal student aid programs (e.g., Federal Pell Grant).
• Providing expert advice about problems of data quality and completeness and developing and leading statistically sound solutions to statistical problems (e.g. non-random missing data). Providing expert statistical support for both policy development and program management initiatives within OPEPD and advising other principal offices within ED on the collection and use of data.     
• Initiating and leading improved methods and techniques for assembling, evaluating, analyzing, and representing data, and proposes/implements changes in analytic practices and procedures. This work supports the work of other principal offices within ED and supports policy development within OPEPD.
• Serving as an office expert for program and issued areas, and writing a variety of statistical, technical, and general information memos and reporting for ED and external audiences, including Executive Office of the President, other federal agencies, states, and professional organizations. Presenting findings that are both rigorous and accessible and does so orally and in writing.

Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-14, if you possess the specialized experience and basic education requirement or a combination of the two.

Specialized Experience for the GS-14:

One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) following duties or work assignments.

1. Experience analyzing student aid program data, federal student loan programs, or Pell Grant programs to assess the impacts of major legislative and policy changes. 
2. Experience developing cost estimates with federal student loan programs (i.e. Health Education Assistance Loans (HEAL), Perkins, Federal Family Education Loans (FFEL), Direct Loans, or Parent Loans for Undergraduate Students (PLUS), Consolidation, and Federal student loan program changes.
3. Experience with Federal Tax Information or student aid data specifically used in student loan cost estimates for borrower income projections and other forecast models.  


Knowledge, Skills, and Abilities (KSAs):

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of statistical data from Federal Student Aid, National Center for Education Statistics, Census, IRS and other sources.
2. Knowledge of applying qualitative or quantitative analytical methods to evaluate program effectiveness and to enhance management processes and systems.
3. Skill in statistical resources, specifically Python and SAS, as well as internal and external data sources such as EDWA and FTI-DM.
4. Knowledge of program goals and objectives on the timing of key program events and the methods of evaluating accomplishments. 

Education

This position has a positive education requirement.

STATISTICS GS-1530

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
