Duties

Help
  • Plans, develops, and manages the worldwide Inventory Compliance Program, performing on-site policy compliance assessments at Defense Fuel Support Points (DFSPs) across the globe.
  • Identifies discrepancies affecting auditability, outlines required corrective actions and provides diligent follow-up to ensure resolutions are implemented effectively.
  • Conducts in-depth analytical studies covering bulk and ground fuel products to identify areas with high potential for process improvement, utilizing automated systems.
  • Performs worldwide, regional, and DFSP-specific trend analysis and random sampling to identify systemic issues and guide corrective actions.
  • Provides robust data analysis for various reports, responds to data requests from multiple sources, and develops key metrics for review by senior management.
  • Prepares and presents detailed briefings on findings, analyses, and recommendations to senior leadership within DLA Energy and stakeholder organizations.
  • Serves as a leading expert on DLA Energy Policies, DoD Manual 4140.25, and inventory accountability processes, interpreting broad and often non-specific policy guidance to apply to complex, real-world scenarios.
  • Participates in policy reviews, providing knowledgeable input to develop, clarify, and enhance DLA Energy and DoD-wide inventory policies used by all service components.

Qualifications

To qualify for a Inventory Accountability Analyst, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Experience with petroleum Supply Chain Management, bulk fuel storage, and distribution.
  • Perform compliance assessments and ensure accountability within the petroleum supply chain utilizing inventory management regulations.
  • Conducting in-depth analytical studies of bulk and ground fuel programs to identify systemic issues, perform root cause analysis, and recommend corrective actions.
  • Reviews and develops organizational polices and procedures to improve clarity, accuracy, and enterprise-wide compliance, specifically within an energy or fuel-related context.
  • Analyzing complex, worldwide data sets related to fuel inventories, distribution, and consumption to identify trends, develop metrics, and provide actionable insights to senior leadership.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
