The Pharmacy Technician (Coordination Program Manager) position functions as the automation and workflow specialist in all the areas of pharmacy service at the OKCVAMC. The incumbent will have a primary focus in either inpatient and/or outpatient and CBOC locations. This position is performed above the full performance level and maintains efficiency to perform higher level duties in multiple areas of the pharmacy. Incumbent will perform a full range of program coordination in addition to being service line experts for problem resolution. The incumbent must have expert understanding of the complexity of automation and medication distribution in the pharmacy.

Major Duties and Responsibilities.

Automation (Automated Dispensing, Outpatient, Inpatient)

(1) Coordinates the technical aspects of pharmacy drug distribution activities to ensure standard operating procedures are in alignment with automation capabilities so that efficiencies are maximized. Incumbent is instrumental in recommending changes for the improvement of the workflow, work methods, and priorities involved within the drug distribution system
(2) Evaluates and analyzes workflow and coordinates all work activities involved with Pharmacy automation throughout multiple facilities. This will involve trouble shooting, regularly gathering data, analyzing, and interpreting VA data and formulating action plans.
(3) Ensures that automated dispensing data is archived within established guidelines for each type of equipment throughout multiple facilities.
(4) Resolves problems and complaints regarding all pharmacy and automated dispensing automation, troubleshoots problems with all automated dispensing equipment when production is compromised and alerts appropriate personnel.
(5) Has oversight responsibility of the user files of all automated dispensing systems, throughout multiple facilities.
(6) Has oversight responsibility for the addition of new items and deletion of obsolete items from all automated dispensing systems.
(7) Ensures that equipment is cleaned and maintained to minimize downtime.

Program Manager Tasks
(1) Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, work products, and services.
(2) Ensures that all team members participate in planning for achievement of team goals and objectives. Applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products. Leads the team from multiple locations in assessing team strengths and weaknesses, in exploring alternatives, and in determining what improvements can be made.
(3) Trains or arranges for the training of team members in methods and techniques of team building, working in teams, and accomplishment of individual and team tasks. Coaches the team in problem solving methods and techniques; provides advice on work methods, practices, and procedures; and assists the team and/or individual members in identifying possible solutions. Discusses with the team assignments, projects and/or program issues under review, and deadlines and time frames for completion. Serves as facilitator in coordinating team initiatives and in consensus-building activities among team members.

Qualifications

Basic Requirements.

Citizenship. Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).
English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Education or Experience.
(1) None required.
(2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.

Certification.
For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either
(1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR
(2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT)

Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials

GRADE DETERMINATIONS. In addition to the basic requirements for appointment in paragraph 5, VA HR staff must use the following criteria to determine the appropriate grade assignment of candidates.

Pharmacy Technician, GS-09.
(1) Experience. One year of progressively complex experience equivalent to the lower grade level.
(2) Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (a) PTCB as a CPhT. OR (b) NHA as a ExCPT
(3) Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated:
(a) Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards), controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.).
(b) Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports.
(c) Skill in solving problems and implementing corrective actions to maximize outcomes in their program area.
(d) Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections).
(e) Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area

Preferred Experience: Hands on experience with Oklahoma City VA outpatient pharmacy operations, including prescription intake, processing, patient counseling support, refill management, and mail /outpatient services.
