Summary

The Social Worker Program Manager functions as the Section Chief, Homeless and Justice Clinical Recovery Program (HJCR) and has full oversight of the staff and responsibility for the provision of the umbrella of homeless services, to include Housing and Urban Development - VA Supportive Housing (HUD-VASH), Grant and Per Diem (GPD), Health Care for Homeless Veterans (HCHV) including Community Employment Services and Outreach, Veterans Justice Outreach (VJO), Homeless-Patient Aligned Care Team (H-PACT), and the Mobile Medical Unit (MMU). The Section Chief is fully accountable for all aspects of the clinical care provided to Veterans receiving services within this large and complex section. The incumbent has full responsibility for clinical practice, program management, education, human resource management and supervision, and organizational stewardship for all programs within the Homeless Section.

Duties include but are not limited to:

  • Be accountable for all aspects of the clinical care provided to Veterans receiving services under the HJCR umbrella, including psychosocial, mental health, physical medicine, and housing services.
  • Coordinate interdisciplinary staffing, work assignments, program budget, treatment services provided, and program evaluation.
  • Translates management goals and objectives into well-coordinated and controlled work operations.
  • Analyzes organizational and operational problems and develops and implements solutions that result in sound operation of the program and uses data effectively to manage workload, quality, performance, and productivity within the service.
  • Collaborates with internal and external partners to further program goals and enhance patient centered care.
  • Provides the full range of supervisory duties which include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • Oversees the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administers the allocated budget.
  • Develops policies, procedures, and/or practice guidelines for the program and in participating in national program development.
  • Conducts psychosocial assessments and treatment interventions to Veterans who are justice-involved and/or experiencing homelessness or are precariously housed from various socio-economic, cultural, ethnic, educational, and other diversified backgrounds.
  • Incorporates complex multiple causation in differential diagnoses and treatment within approved clinical privileges. Develop treatment plans as appropriate.
  • Has knowledge in developing and implementing methods for measuring effectiveness of social work practice and service in homelessness, housing, and the justice system, utilizes outcome evaluations to improve treatment services, and to design system changes.

Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f).

Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.

Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.

Drivers License: A valid state drivers license is required as this position requires local travel to provide community-based care to Veterans through the use of a government vehicle or other individual arrangements.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS-14 Social Worker Program Manager:

Experience and Education:
One year of experience equivalent to the GS-13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification: Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate all the following KSAs:

  • Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring.
  • Ability to translate management goals and objectives into well-coordinated and controlled work operations.
  • Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
  • Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
  • Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.

  • Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development.
  • Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.?

Preferred Experience: Experience working with people experiencing homelessness and involved with the justice system. Prior supervisory experience preferred.

Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the social worker or others. Incumbent must possess and maintain a current valid state driver's license and local travel to provide community-based care to Veterans. The position requires significant travel in the community, through use of a government vehicle or other individual arrangements, to meet with representatives/stakeholders who provide assistance and support to Veterans in clinics, medical centers, Community Clinics, etc. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
