Summary

This position is in Office of the Director, Transportation Unit, which provides Motor Vehicles Operators for vehicles dispatched from the motor pool. The Motor Vehicle Operator is required to work on various, approved Transportation Unit shifts. Rotates according to schedule, or as requested, between various shift assignments with intervening shifts, driving vans, station wagons, small wheelchair buses and cars primarily to transport patients.

Duties

Help

Duties may include, but are not limited to the following:

  • Operates buses up to 20-passenger capacity with air brakes and operates a wheelchair lift, for the purpose transporting patients and personnel to various parts of the medical center grounds and/or nearby cities normally within a radius of 90 miles of the duty station.
  • Operates sedans, station wagons, pickup trucks, and stretcher transportation vehicle (STV) in transporting patients, visitors and officials of the medical center to other medical centers, conferences, or on official business. Picks up eloped patients and new admissions for other medical centers or places of confinement. Makes trips to various places of business to pick up materials and supplies.
  • Operates the East Orange / Lyons Shuttle between campuses. Transports veterans to/from CBOC clinics for appointments.
  • Makes minor repairs and adjustments to vehicles such as changing automobile tires and 3 tightening loose equipment on an emergency basis. Checks all safety features, gas and oil, air pressure and water levels, brake pedal engagement, all dashboard indicators, lights, steering play, glass and door catches prior to each off-station trip.
  • Completes trip ticket and vehicle logs. In case of accident, must complete all appropriate accident reports immediately.
  • Cleans interior of vehicles and changes linen in emergency service vehicle. Incumbent is responsible for Government vehicle and equipment when in incumbent's possession.
  • Responsible for the safety of self, passengers, and cargo. Must observe prescribed safety regulations and abide by existing traffic laws.
  • Required to be always alert for unsafe driving conditions and adjust speed to traffic and road conditions
Work Schedule: Full-Time, Monday - Friday, Rotating Schedule includes weekends and holidays. Work schedule subject to change based on agency needs.

Qualifications

PHYSICAL EFFORT AND WORK CONDITIONS: Incumbent is required to sit for long Periods of time and to drive long distances. Muscular effort and coordination are required in operating the various types of vehicles and trucks. Will be required to do heavy lifting and pushing while loading and unloading carts, supplies and passengers. Under certain conditions, the physical exertion of making emergency road repairs is required. Operator is required to work outside and is frequently exposed to bad weather conditions while loading and unloading vehicles. Works in slippery loading areas and walkways and is subject to cuts, bruises, and injury as a result of accidents while driving, loading and unloading vehicles.

Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

Commercial Driver's License (SCREEN OUT): A current and valid state-issued higher Commercial Driver's License (CDL) with passenger endorsement is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your CDL driver's license with your application package. If an interview is requested, you will be required to provide a copy of your current and valid state-issued Commercial Driver's License with passenger endorsement.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
