OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans.

OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology.

Major Duties:

  • Manages the package of support functions required to field and maintain the readiness and operational capability of systems and components.
  • Responsible for establishing and participating in training efforts for team-assigned applications to augment the national training agenda, as well as identifying training resources to ensure the team is prepared to meet the challenges of a rapidly changing technological environment.
  • Participating in Integrated Project Teams (IPT) as required. Ensures assigned staff, through facility telephone contacts and facility visits, keeps abreast of problems and concerns of customers related to application support.

This is a non-bargaining unit eligible position.

Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site.

Working Conditions: Work is performed in a typical computer operations environment. Rooms are well-lighted, air-conditioned office spaces with moderate noise from common office equipment. Computer equipment on the operations floor involves the use of high voltage electricity.

Qualifications

To qualify for this position, all qualification requirements must be met by the closing date of this announcement-02/21/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: At least ten (10) years technical and management experience with VistA Electronic Health Record and at least six (6) years directly supporting the Computerized Patient Record System (CPRS) program. This position serves as a sub-product line manager for the CPRS program and experience working within the program at entry is essential for successful performance of duties.

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

Experience with the CPRS program and with underlying VistA architecture, driving governance, clinical workflow optimization, and interoperability. Skilled in leading large scale multi-site deployments, defining technical requirements, test planning, and managing functional and user acceptance testing. Experience in change management, directing Tier 2 and Tier 3 maintenance teams, and stakeholder engagement. Strong background in planning, integration, and Agile methodologies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
