As a Training Technician. GS-1702-09 you, you will:
Formulate, oversee and evaluate the overall training programs for the command. Issue instructions and procedures to subordinate units for the conduct of training activities that meet the requirements of the Department of the Army, National Guard Bureau, major army headquarters and/or other higher headquarters. Establish and conduct a training evaluation program for subordinate units. Create or modify the unit's mission essential task lists in accordance with critical wartime mission requirements. Determine and formulate needed revisions or improvements to training activities. Review training plans and schedules of subordinate units for approval and revision as necessary. Provide guidance and assistance to unit commanders or other training personnel pertaining to scheduling and conducting training. Schedule and ensure the execution of special training courses on a variety of subjects. Prepare and submit annual budget requirements to higher headquarters based on yearly training guidance and training calendars. Sub-allocate funding to subordinate units for use in training activities. Monitor usage of mandays and funds designated for training. Prepare and provides guidance on training eligibility requirements. Maintain familiarity with training directives issued by all echelons of command to determine applications to local programs.
Prepare plans and reports pertaining to readiness and mobilization. Provide guidance and assistance to units in preparation of readiness reports. Receive and consolidate unit readiness feeder reports. Evaluate the organizational readiness report and prepare recommendations for improvements/modifications of the battalion training program. Prepare command level mobilization and contingency operation plans. Provide technical guidance and assistance to subordinate units in the development of mobilization, alert and assembly plans for use in responding to local/national emergencies and homeland security missions. Assist in the preparation for and execute command level inspections in the area of training and readiness.
Direct scheduling and coordination for the use of training sites and facilities. Procure or direct the procurement of training aids, manuals, or other instructional material. Maintain liaison with personnel at local, state or federally operated training sites. Identify the requirement for the coordination and maintenance of usage agreements for local/private training areas. May conduct environmental impact assessments for training sites/areas. Coordinate with external training, evaluation and assistance organizations for the conduct and evaluation of army training to include Field Training Exercises (FTX), Command Posts Exercises (CPX), etc.
Develop and implement Risk Management plans and programs for the command. Provide guidance to subordinate units on the implementation of Risk Management plans and programs. Conduct safety inspections and assistance visits to subordinate units. Conduct investigations of accidents and safety violations and recommends corrective actions.
Serve as security coordinator for the command. Provide guidance and assistance in implementing and following security measures for such items as documents, arms and ammunition, and communication/automation equipment (COMSEC/COMPUSEC). Function as the primary advisor for anti-terrorism/force protection (AT/FP) measures and ensure all AT/FP requirements are accomplished. Ensure that procedures outlined in respective security regulations are complied with.
Identify requirements and justify requests for supplies and services such as ammunition, demolitions, rations, contract latrines, automation support, etc. Coordinate with maintenance and supply personnel to insure equipment and supplies are available and ready for training activities.
Plan, organize and assign work to employees engaged in training and readiness at the command level. Revise assignments or detail employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Establish performance standards and evaluates employee performance. Prepare formal requests and recommendations for promotions, reassignments, etc. Provide initial approval/disapproval of leave. Receive and resolve, or participate in the resolution of grievances, or forward to higher-level management for resolution. Act to resolve disciplinary problems, or forward to higher level management for resolution. Formulate plans for equal treatment of all employees. Assure position management principles are adhered to and position descriptions are accurate. Inform employees of all aspects of personnel programs of the installation, either answering routine questions or obtaining information from specialist when more technical answers are required. Provide technical guidance to subordinate unit training and readiness personnel.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GENERAL EXPERIENCE: Experience in a trade, craft, occupation or subject appropriate to the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Do you possess 1 year equivalent to at least GS-7 experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). Experience planning and organizing work assignments.
