Duties

-Serves as work leader to military and civilian workers by leading three or more workers and work crews effectively and efficiently while they perform troubleshooting and repair on complex secondary electrical distribution system requiring an exceptional degree of reasoning and expertise.

-Leads work crews as they use state of the art, complex and technical test equipment to perform inspections on lightning protection systems and grounding systems.

-Visually inspects welding to be performed. Lays out work from rough sketches, oral instruction and/or own layout determines welding process best suited, i.e. electric, arc, or oxyacetylene and other welding processes depending upon time element and thickness of metal involved.

-Leads at least three workers as they use state of the art, high complex, and technical test equipment to install, modify programming, test, repair, and maintain complex integrated electronics.

-Leads work crews to ensure they use safety practices and procedures following established safety rules and regulations and maintain a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing.

-Uses and maintains various types of hand and/or power tools, such as screwdrivers, pliers, wire cutters, soldering irons, cable pullers, hydraulic benders, and pipe threading machines.

  • Will be required to train/guide lower graded military/civilian employees. This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for theWG-2800, Electrical Installation and Maintenance Group, Electrician, 2805 series. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to lead and supervise.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1 Advanced knowledge of safety regulations, procedures, practices, ability to operate safely, apply shop procedures,
policies, written and oral instruction, and directive sufficient to provide training to others,

2. Advanced knowledge of technical practices in order to plan, lay-out, install, modify, troubleshoot, and repair a varietyof complete systems.

3 Advanced knowledge of electrical, electronic theory, electrical equipment, and instruments used in shop and trade practices, i e test lamps, multimeters, circuit analyzers, circuit breaker testers, voltage recording meters, meggers, watt meters, ohmmeters, earth ground tester, ammeters, current interrupter, radio frequency tester, soil PH tester, and utility locators.

4 Advanced knowledge of troubleshooting and tracing hard-to-locate defects or problems.

5 Skill in using and maintaining power tools hand tools such as, screwdrivers, pliers, wire cutters, strippers, cable pullers, drills, soldering irons, and manual or power conduit benders and threaders.

6 Ability to use and/or create electrical drawings, blueprints, engineering drawings, and wiring diagrams and to install, troubleshoot, repair, and maintain various electrical systems, controls, and equipment without supervision.

Physical Effort
Makes repairs from work stands and other hard-to-reach places. Must stand, stoop, bend, kneel, climb, stretch, and work in tiring and uncomfortable positions. Frequently lifts parts and equipment that weigh up to 20 pounds. Occasionally lifts items that weigh over 40 pounds with assistance from other workers.

Working Conditions
Works inside and outside, sometimes in bad weather and in areas that are noisy, dirty, dusty, and greasy. May work on scaffolding or aerial devices at heights of 30 or more feet, or in close quarters such as manholes or attics, on or around


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. rotating machinery, and energized electrical equipment. Subject to electric shock, burns, chemical irritation, cuts, scrapes, bruises, and strains. May be exposed to wet slippery surfaces, poor illumination, unpleasant odors,gases, fumes, extremely high noise levels, lead, radiation, chemicals, carcinogens, oils, lubricants, chemical cleaning agents and frequently exposed to temperature extremes. Safety equipment includes safety shoes, glasses, hearing protection, and cold and inclement weather gear.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
