Duties

Help

Major duties include, but are not limited to the following:

  • Serves as COR for assigned Nursing Service contracts under the technical and administrative guidance of the Contracting Officer and Nursing Service Administrative Officer.
  • Monitors contractor performance for assigned contracts by reviewing deliverables, service reports, and invoices to verify that billed services and supplies match services received and accepted and are properly aligned to contract line items.
  • Maintains organized contract files for assigned contracts, including required COR documentation, correspondence, performance notes, and invoice tracking data.
  • to support oversight and evaluation by the Contracting Officer and Administrative Officer. Identifies straightforward performance or billing discrepancies (e.g., incorrect quantities, dates, or locations), research underlying facts, and recommends corrective actions or clarifications to the Administrative Officer and Contracting Officer.
  • Assists with the preparation of narrative input for Contractor Performance Assessment Reporting System (CPARS) and other performance summaries as requested, using compiled data and observations from assigned contracts.
  • Monitors Nursing Service fund control point (FCP) activity for assigned FCPs by tracking obligations, expenditures, and balances, using established VA financial systems and reports.
  • Compiles and summarizes financial data (e.g., spending by object code, vendor, or program area) to identify basic trends or variances and provides this information to the Administrative Officer and Supervisory Health System Specialist.
  • Reviews supporting documentation for selected transactions and requests (e.g., 2237s, SEPG/EER submissions, FORCE/LEAF requests, IPPS invoices) for completeness and consistency with existing policies and procedures, referring unusual issues to the Administrative Officer.
  • Prepares recurring summary reports on FCP status for Nursing Service leadership, highlighting notable changes in spending patterns or approaching budget constraints and suggesting straightforward options (e.g., closer monitoring or deferral of non-urgent purchases).
  • Assists in assembling data and background information for more complex financial analyses performed at higher levels (e.g., overall Nursing Service forecasts, cost-benefit analyses, or budget formulation)
Work Schedule: Monday-Friday. 8:00am-4:30pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical techniques and evaluative methods to issues or studies concerning all standard administrative and related management matters, in order to improve the efficiency and effectiveness of the agency's/division's operation. Knowledge of the methods and procedures, mission requirements, program goals and objectives, regulations, pertinent laws, policies and precedent which govern the operations of the agency. Evaluates and recommends ways to improve administrative management services. Develops methods and procedures for the conduct of administrative support functions or program operations. (This experience must be well documented in your resume.).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Manual dexterity is required in operation of a variety of other office machinery.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
