Duties

Help

This position is located in the Information Technology and Data Division (ITDD) Division of the Federal Bureau of Prisons (BOP); and is assigned to either the Field IT Sector Administration Branch or the Computer Services Administration & User Support Branch (CSAUS).

Supervises, leads and trains staff engaged in providing technical and operations support to Bureau staff nationwide.

Supervises IT specialists involved in providing quick response technical support to Bureau Central Office and field staff nationwide and can be called upon to lead task forces to resolve critical operational problems within existing applications systems.

Responsible for the operation and monitoring of various local area network support systems involving user access issues, the application of file access security permissions, and the definition of standard operating procedures for monitoring data back-up functions.

Coordinates help desk and Network Control Center support efforts with Central Office support groups such as: PC Support, Mainframe Support, Development Support and Network Technical Support and performs similar coordination activities between Bureau and Department of Justice (DOJ) network support organizations (JCN Help Desk, etc.).

Performs benchmark tests of proposed new equipment and applications and advises upper management of newly developed or more cost-effective alternatives.

Basic Requirements:

Education:

There is no substitution of education for specialized experience at this grade level.

Experience:

You must have IT related experience demonstrating each of the four competencies listed below.

  • Attention to detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience:

You must have one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of this qualifying experience are:

  • Experience in identifying and resolving complex system design, hardware, telecommunications and operating system issues.
  • Experience in installing, configuring and maintaining complex Local Area Network (LAN) systems.
  • Experience in supervising and providing leadership to staff who perform diagnostic and troubleshooting functions on remote user personal computers and related network equipment.
  • Experience in developing and/or implementing help desk and network operating procedures.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Additional information

The representative rate for this position is $133,964 per annum ($64.19 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II".  If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment. 

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.
