Summary

As a Supervisory Consumer Safety Officer, you will perform the following duties:
Serve as a supervisor in the Seafood Inspection Program (SIP) for the assigned region. Manage product inspection, facility inspection and audits, grading, certification, consultative services, and other field assignments and activities for assigned personnel.
Direct the regional implementation of SIP policies and procedural mandates as outlined in program guidance. Serve as a technical expert for the region by providing guidance on complex or non-routine inspection, certification, and audit cases.
Oversee team members in the execution of local service delivery, ensuring all inspection activities align with program policy and regulatory requirements. Manage personnel by establishing performance standards, conducting technical evaluations, and providing targeted instruction or corrective action to ensure a highly skilled and compliant workforce.
Ensure the timely, cost-effective delivery of SIP products and services through robust quality assurance and verification protocols. Monitor regional operations to ensure all personnel are adhering to Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), and office-level administrative procedures, while maintaining the integrity and reputation of the program and office.
POSITION REQUIREMENTS:
This position requires the operation of a Federal motor vehicle. Incumbent must be able to obtain and maintain a valid State Driver's License to support site visits and attend regular and recurring seafood inspection sites.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-4 is equivalent to the GS-13/14.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
To qualify for the 0696 series: EDUCATION:
A. Degree: A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work.
The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.
OR
B. Combination of education and experience: courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Planning or leading projects or teams, such as assigning work, setting priorities, and providing feedback on work assignments;
Performing inspections related to food safety or food quality; and
Developing and implementing food safety, inspection, or quality policies.

Substitution of education for specialized experience is not applicable to this vacancy.
