Detail Opportunity: The Department of the Interior is offering an eight-month detail assignment for current federal employees located in the Commonwealth of the Northern Mariana Islands (CNMI) or Guam. Compensation: Your current salary will remain unchanged and will continue to be paid by your home agency. The Department of the Interior will reimburse your agency for these costs.

This detail opportunity is only open to current federal employees located in CNMI and/or Guam. This is a reimbursable detail. During the detail, your salary and benefits will continue to be paid by your home agency. The Department of the Interior (DOI) will reimburse your home agency for these costs. You must provide confirmation that your supervisor has approved your application for this opportunity.

Duties

This position is located within the Department of the Interior, Office of the Secretary (OS), Assistant Secretary for Insular and International Affairs (ASIIA), Office of Insular Affairs (OIA), Field Representative in Guam or Saipan, Commonwealth of the Northern Mariana Islands (CNMI).
**Relocation or temporary duty (TDY) expenses will not be authorized or reimbursed for the island location of appointment.

The major duties of this position include, but are not limited to the following:

  1. Analyze proposed legislation, policies, and regulations to assess potential impacts on Guam, CNMI, and the United States, and provide recommendations for appropriate actions or changes.
  2. Monitor Capital Improvement Projects and grants supported by the Office of Insular Affairs.
  3. Evaluate ongoing policy and program issues and, when necessary, develop long-term strategies and programs to address identified problems.
  4. Serve as a liaison between the governments of Guam or CNMI, civil society, and the Office of Insular Affairs.
  5. Collaborate with other OIA representatives for matters related to Guam or CNMI.
  6. Maintain awareness of new developments and trends affecting Guam or CNMI and provide findings and recommendations to leadership.

Qualifications

Experience needed:
1) interpreting regulations to determine impacts on an organization;
2) collecting and organizing data for dissemination to determine alignment with program objectives; and
3) collaborating with government and civic leaders on community priorities.

Note:
For this position, familiarity with the Chamorro language and culture is preferred but not required.

Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
