This position is located in the Health Services Division (HSD), Health Services Branch (HSB) located in Washington, DC.

Provides administrative consultation to maintain and develop program mission goals and objectives that support the HSD in health care as it relates to oversight management for continuity of care of medical/psychiatric health cases located within contract facilities.

Provides complex oversight management/administrative support to accomplish the overall mission of the Bureau of Prisons (BOP) and shares in the responsibility for the overall delivery of sound and effective performance of meeting the medical and psychiatric health needs of offenders in community placements.

Ensures contract facilities are billing for relevant, appropriate medical/psychiatric health care procedures for offenders in the community.

Provides guidance and expertise in the coordination of transfers of medical inmates to promote health care in a cost-effective manner.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Education:

Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Specialized Experience:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems
  • Regulations and standards of various regulatory and credentialing groups
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

OR

Special Provision for Inservice Placement:

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

AND

In addition to meeting the Basic Requirements, applicants must have the following:

Education:

There is no substitution of education for specialized experience for this position.

OR

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

  • Experience with implementing policies and procedures in compliance with Joint Commission, American Correctional Association, and applicable federal, state and local government laws as it relates to continuity of care of medical/psychiatric cases within a correctional environment.
  • Experience that demonstrates knowledge of health care principles, theories, and practice in order to analyze, evaluate, and coordinate the delivery of a health care system within a correctional environment.
  • Experience in reviewing, tracking, and approving medical/inpatient psychiatric healthcare costs within correctional facilities.

AND

Selective Placement Factor:

Applicants applying for this position MUST also possess the following Selective Factor. In the event you do not possess the Selective Factor, you will be found ineligible for the position.

  • The applicant must have experience with patient care assessment and interventions, making decisions and recommendations about an inmate’s medical and mental health care needs, determining appropriate utilization of health care resources and determining the appropriate cost of community services and adjudicating medical bills from community providers.

In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for original appointment to a position in a Bureau of Prisons institution.

The representative rate for this position is $133,964 per annum ($64.19 per hour).

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

This is a secondary law enforcement coverage position. Individuals that DO NOT have three years of law enforcement coverage gained in a primary law enforcement position by the closing date of the vacancy announcement, will not be eligible for this position.
