This position is located within the Office of Information and Technology Services (EXIT) and reports to the Chief Information Security Officer (CISO). The incumbent has experience leading an organizational privacy program and serves as the principal advisor to the Senior Agency Official for Privacy (SOAP).

The incumbent will work independently to:

  • Manage the agency's privacy program—to ensure that the agency complies with applicable Federal laws and regulations regarding privacy and data protection (i.e., Privacy Act of 1974, E-Government, Homeland Security Acts, other Federal security, privacy laws, regulations, and statutes).
  • Develop agency privacy policies and plans.
  • Assess and monitor agency privacy practices; identify privacy vulnerabilities that could place agency at risk of a breach of personally identifiable information (PII).
  • Perform privacy impact assessments (PIA) and manage agency’s System of Records Notices (SORNS) process.
  • Serve as the agency’s initial point-of-contact for all privacy related issues; communicate privacy guidance, requirements, and initiatives to information technology staff, system owners, employees, and management.
  • Coordinate privacy training for agency employees.
  • Coordinate agency’s response to privacy breaches.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:  1) Protecting the confidentiality of Personally Identifiable Information through the selection of appropriate controls or mitigation based on enterprise need; 2) Crafting policy and procedure documents to meet complex enterprise needs related to the interaction of law and policy; 3) Experience overseeing an organizational privacy program; 4) Assessing and managing organizational compliance with Federal laws and regulations regarding privacy and data protection (i.e., Privacy Act, E-Government, Homeland Security Acts, other Federal security, privacy laws, regulations, and statutes); 4) Managing and implementing privacy workforce planning, training, and awareness requirements, with a focus on privacy roles and responsibilities; and 5) Communicating complex information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual mean.
