The incumbent uses knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of internship and fellowship program or related programs along with knowledge of the mission, organization and work processes of programs throughout the Talent Recruitment and Outreach division.

Plans, executes and supports the implementation of internship and fellowship program or related programs with minimal supervision and informs the supervisor of potentially controversial findings, issues or problems with widespread impact.

Independently gathers information, identifies and analyzes issues and develops recommendations to resolve conventional problems of effectiveness and efficiency of work. Recommendations form the basis for management decisions affecting the efficiency and effectiveness of programs.

Analyzes program objectives, strategies and deliverables, gathers resources and facilitates brainstorming sessions with subject matter experts. Ensures that strategic planning evaluations and assessments adequately and effectively address and measure program requirements for ongoing process improvements aligned with IFP’s strategic direction. Shares ideas and concepts effectively across diverse interdisciplinary audiences. Researches regulations, guidelines, policy statements and various other documents used as guidelines to determine the relationship between the guidelines and program effectiveness and productivity.

Coordinates assigned segment of the budget, as well as planning processes. Informs senior management of key issues, provides information that impacts the Service Unit processes and decision-making, and provides input on IFP's budget for the upcoming fiscal year. Gathers budgetary information for assigned programs and reviews budget formulations and submissions.

Independently performs administrative management functions that service and/or fulfill a number of organizational requirements. Applies existing and new administrative and operational policies and procedures. Provides administrative advice and guidance to management and staff on administrative procedures, regulations, and requirements. Maintains databases that reflect the fulfillment and/or status of administrative requirements and/or systems. Maintains knowledge of the status of the organization's personnel actions in assigned areas.

Independently plans, executes and accomplishes special projects. Solves unusual problems by performing a variety of duties related to special projects involving administrative or program issues. Participates in IFP’s initiatives and task force groups to accomplish program goals. Reviews specific assigned segment of programs within the service unit, develops new procedures or modifies existing operational procedures that enhances operational program efficiency. Conducts extensive research of data from diverse sources to accomplish special projects.

Researches and/or analyzes unstable or uncommon administrative and/or program issues relating to program and projects initiated by IFP. Determines pertinent issues affecting IFP’s special projects/program and collects relevant information from a wide variety of sources; reviews information and applies standard analytical techniques. Develops recommendations and presents to the Chief and senior program specialist, taking into account unanticipated changes and unusual factors.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
