This position is located in the Intelligence Directorate at an Air National Guard Air Operations Group (AOG). The purposes of the position are: (1) to serve as the Group Director of Intelligence, monitoring and overseeing the intelligence collections, analysis, targeting, systems and readiness, and intelligence special security divisions, and combat readiness and training operations; (2) to direct development and sustainment of an in-place and deployable intelligence augmentation capability for force level battle management; (3) to prepare for, plan, and direct intelligence augmentation operational capabilities in support of an Air Operations Center (AOC) and those forces under the operational control of the Joint or Combined Force Air Component Commander (J/CFACC); and (4) to provide broad guidance and direction in ensuring effective management of a program to provide direct trained and certified augmentation forces at the force level in the planning, delivery, and post-delivery phases of Intelligence, Surveillance and Reconnaissance (ISR)operations ranging from feasibility actions and preparation of the battlespace to the application of lethal force at the operational level of war. [The intelligence augmentation operation must be capable of operating in a joint United States forces only unilateral environment, an existing formal combined operations alliance, or a tailored combined alliance environment.]

This position requires military membership. It is designated for National Guard officer incumbency only. The incumbent provides subordinate guidance and team leadership to NDS and DS employees. Incumbent plans, organizes, manages, and performs duties necessary to accomplish intelligence operations functions in support of programs essential to state Air National Guard daily operations, training, and readiness missions. Fosters an environment conducive to teaming among service providers and customers to meet state Air/Army National Guard requirements.

SUPERVISORY CONTROLS:

Incumbent works under general policy and administrative direction of the commander, who outlines broad group objectives and provides general administrative direction. Incumbent is expected to independently determine and implement the following for the directorate:

- Assignment of projects and tasks and formulation of guidelines on expected results.
- Establishment of general priorities and suspense's.
- Review and approval of work center projects.
- Oversight of the development of intelligence personnel and fiscal budget requirements.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the closing date of the job vacancy.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):

Area of Consideration:
This position is open to Area 1 Only.

Area 1: Current permanent employees of the South Carolina Air National Guard. (Note-Temporary and Indefinite employees do not meet permanent tenure requirements and will not qualify for this AOC)
Area 2: Current members of the South Carolina Air National Guard.
Area 3: Any individual eligible for membership in the South Carolina Air National Guard.


Military Grades: 2d Lt/O-1, 1st Lt/O-2, Capt/ O-3, Maj/O-4

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

GENERAL EXPERIENCE REQUIREMENTS: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports.

SPECIALIZED EXPERIENCE: Experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports.

Must have a comprehensive knowledge of the operation of the entire intelligence program of the organization and its relation to the national intelligence activity; an understanding of the functions and operations of other intelligence organizations, even though unrelated to their own special fields; familiarity with related nonintelligence activities; broad knowledge of the influence of their specialized field upon foreign areas and peoples in order to adduce probable courses of development and action; knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world; and the ability to present and argue for a position effectively.
