Major Duties: This is not an all-inclusive list

As a IT SPECIALIST (SYSTEMS ANALYSIS) (TITLE 32), GS-2210-11, you will:

  • Plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work of the full range of cyberspace systems.
  • Provides highly complex technical solutions to support unique systems requirements for specialized cyberspace systems.
  • Monitors quality control practices and identifies ways to improve production, timeliness, efficiency or quality of work.
  • Monitors reports on system and equipment status, repair actions, modifications, and related matters.
  • Analyzes multiple ANG Wings in multiple States and/or Territories to establish criteria for mission support capabilities, evaluates mission effectiveness, and reports the Wings mission capability.
  • Initiates action required to maintain maximum degrees of efficiency and reliability.
  • Develops new procedures and initiates projects when needed to solve unprecedented technical problems.
  • Takes, directs, or recommends remedial actions to correct problems or deficiencies and to preclude recurrence.
  • Advises the Commander or Information Technology Manager of significant issues and matters concerning the Wings mission readiness capabilities.
  • Analyzes complex processes and/or a variety of unusual problems, questions or conditions relative to the design and/or selection of management information systems and applications software technology.
  • When warranted, associated information system design or selection may be applied to numerous ANG Wings with like configurations or associated missions.
  • Ensures current and proposed systems and infrastructures meet all relevant cyberspace systems architectures, Major Command (MAJCOM) communications standards, DoD directives and policies.
  • Provides detailed interaction with Air Force and DoD PMO system designers to address problems encountered with site integration actions supporting rapidly expanding and evolving Cyber-centric systems.
  • Develops feasibility studies and participates in special projects to maintain required programs and support the needs of the user.
  • Coordinates with operational customers, Functional Area Managers, Civil Engineering functions, Architectural and Engineering (A&E) contractors and MAJCOM Facility Programmers on all military construction projects (MCP) sustainment, remodeling and maintenance (SRM) projects and base comprehensive master plans to evaluate potential mission impact on existing and deploying weapons systems and base infrastructure.
  • Reports issues to the ANG Chief of Cyber Systems Engineering Services and effected stakeholders.
  • Reviews solicitation packages to include SOW/PWS (statements of work/performance work specifications), technical evaluation criteria, bid schedules, etc for contract technical accuracy.
  • Performs as a technical advisor to leaders or managers of IT systems.
  • Designs training plans and leads conferences, workshops and task groups of user activities or assists higher headquarters trainers in presenting sessions to train users as required.
  • Based upon study of performance data and suggestions from users, identifies training requirements and provides advanced training to users to ensure new and changing technology is understood and properly used.
  • Represents the organization at meetings and conferences, presents briefings and establishes/maintains effective work relationships at various command levels.
  • Leads and/or participates in discussions, meetings, conferences, committees with DoD, AF, NGB and/or unit-level representatives related to current and projected IT projects which may require influencing or persuading other officials to accept and implement recommendations to use particular methods processes or procedures.
  • Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.   • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • The employee must obtain and maintain a SECRET security clearance.
  • Pending analysis, you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
  • Participation in direct deposit is mandatory.
  • Medical screening will be completed upon selection for hire.
  • Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP).
  • This position requires the employee to travel away from the normal duty station frequently on military and commercial aircraft.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position may require employee to occasionally work under adverse environmental conditions.
  • The employee may be recalled to duty.
  • This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DOD Instruction 8570.01-M or most updated regulation or policy.
  • The employee is required to obtain and maintain appropriate acquisition credentials, e.g., the Defense Acquisition Workforce Improvement Act (DAWIA) IT Level 1 Certification.

Qualifications

GENERAL EXPERIENCE:
Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE:
Have 1 year as a GS-2210-09 or GS-2210-11? (must provide SF 50 to validate response)
OR
Have the following:

  • Knowledge of systems analysis and design and testing techniques, data base concepts, and system documentation requirements to conduct studies and determine and recommend solutions.
  • Knowledge of agency standards, policies, and system design approaches; knowledge of functional work processes and terminology in the assigned area.
  • Knowledge of hardware, software and technology trends.
  • Knowledge of pertinent equipment advances, equipment used at other government agencies and in the private sector in-order-to plan and carry out evaluations and feasibility studies for proposed replacement or additional equipment, improvements or modifications to existing equipment.
  • Knowledge of pertinent laws, regulations, policies, and Department of Defense approval processes, and general knowledge of the federal government acquisition process, coordination, justification and approval at higher authority of requests for IT, hardware, software, and services.
  • Knowledge of related procurement requirements to develop specification for equipment.
  • Knowledge of fact-finding methods and analytical techniques to conduct feasibility studies, requirements analyses, and to identify and resolve issues and problems.
  • Knowledge of technical documentation methods to prepare and maintain user manuals, SOPs, and various technical information.
  • Ability to organize information and interpret various directives or procedures to formulate and present various recurring reports.

Education

Substitution of Education for Specialized Experience:

At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

**This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program requirements outlined in DoD instruction 8570.01-M.
