Summary

The primary purpose of this position is: To serve as a Deliberate and Crisis Action Planning and Execution Segments (DCAPES) Manager for Medical Readiness Command Bravo personnel. Will be responsible for Time-Phased Force Deployment Data (TPFDD) management, validation, and processing of taskings and reclamas for medical personnel assigned to Air Force Medical Command.

Duties

Help

  • Serves as the AFMEDCOM Medical Readiness Bravo expert and advisor for the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) Program and related Joint and Air Force war planning and execution systems. Performs DCAPES Sub-Functional Manager duties for Operations at the AFMEDCOM Medical Readiness Command Bravo level. Highly proficient and knowledgeable in the functional applications of DCAPES to include the Air Force Joint Operations and Planning Execution System (JOPES) Editing Tool, Air Force Query Tool, Analysis and Feasibility Tool, Line Level Detail, Tasking Notification, Unit Type Codes (UTC) Availability and UTC Management.
  • Provide Global Force Management (GFM) decision support on issues related to the global availability of forces and risk and impact of proposed force changes on forces and capabilities. Responsibilities include but are not limited to data base management of USAF GFM records in the Joint Capabilities Requirements Manager (JCRM) data base; draft and present briefs; write and staff GFM correspondence.
  • Directs, manages and performs operations planning, scheduling, readiness and execution activities in support of the Air Force Force Generation (AFFORGEN) cycle. Assists in development of AFMEDCOM policy and guidance for all facets of the AFFORGEN and implements Air Staff policy and instructions for operations planning and execution.
  • Serves as planner, coordinator, and advisor for AFMEDCOM Medical Readiness Command Bravo regarding Joint and Air Force contingency and crisis action planning and readiness activities/ processes. Directs, conducts and coordinates planning for AFMEDCOM Medical Readiness Command Bravo forces supporting Global Combatant Commander (GCC) requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspect plans and procedures such as war, mobilization, mobility, exercise, deployment and similar operations. Skill in designing and conducting comprehensive studies, and developing solutions to especially broad, important and severe operational contingency areas. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial resources and require extensive changes in established concepts and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Understanding and working knowledge of the Joint Crisis Action Process (JCAP), Joint Operation Planning an Execution System (JOPES), Global Command and Control System (GCCS) and GCCS AF.
  2. Expert knowledge with and understanding of the AF Deliberate and Crisis Action Planning and Execution Segments (DCAPES).
  3. Understanding and working knowledge of the AF Air and Space Expeditionary Force concept and principles.
  4. Knowledge of the structure and relationships that exist between the Joint Staff, the Air Staff, the combatant commanders, the component commanders, the AEF Center, the AF MAJCOMs and AF bases in conducting Joint and AF planning.
  5. Knowledge of AF organizational structure and the role of deliberate and crisis planning within each, to include understanding the AFMS role in the planning and execution of deployment operations.
  6. Knowledge of safety and security regulations, practices, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
