The incumbent functions as the Time and Leave Clerk within the Patient Care Service (Nursing) of the Bay Pines VA Healthcare System (BPVAHCS). The incumbent reports to Nursing Operations. The BPVAHCS is located on a 300-acre campus in Pinellas County, Florida. The medical center has a large multispecialty outpatient clinic, 180 inpatient acute care beds, 120-community living center beds, a 99-bed MHRRTP domiciliary, 23 inpatient Mental Health beds, administrative and support services.

Help

Duties include, but are not limited to:

  • Maintains and applies current regulations according to VA and Bay Pines VA Healthcare System (BPVAHCS) policies, including staffing and scheduling policies related to time and leave.
  • He/she maintains computerized Time and Leave (T&L) for approximately 300 employees.
  • Utilizes applicable directives, regulations, policies, standard operating procedures, and BPVAHCS memoranda to ensure proper timekeeping techniques.
  • Prepares requests for authorization for on-call, overtime and/or compensation time within established guidelines.
  • Responsible for investigating inquiries from supervisors regarding employee pay and leave issues, explaining rules and regulations used to reach conclusions.
  • Will provide accurate information to supervisors and employees regarding policies impacting leave and determine the entitlement of employees based on the hours of work performed for holiday, premium, weekend and non-administrative tour differentials.
  • Composes and prepares memoranda to establish T&L groups, new and/or additional tours of duty for signature by the Chief Nurse for each Nursing Service for final approval by the Associate Director for Patient Care Services.
  • Maintains supporting documents related to leave issues, i.e.; medical excuses, change of tours, etc.
  • Responsible for maintaining annual leave suspense file which requires 100% accuracy to ensure precise employee records.
  • Utilize established regulations to ensure tours of duty, compressed work schedules, onĀ­-call and stand-by tours are applied daily to all full and part-time employees based on differing pay authorities for Title 5, Hybrid and Title 38 schedules staff.
  • Posts daily time worked; annual (AL) and sick (SL) leave; military leave (ML); authorized absences (AA); leave without pay (LWOP); absences without leave (AWOL); overtime (OT) and compensatory time (CT) requests; on-the-job injury-worker's compensation (COP); non-pay (NP); holiday pay (HW) and excused holiday time (HX); unscheduled work hours for part-time employees (RG); and corrections, when necessary.
  • Provides explanations of occurrences for authorized absence-travel status, traumatic injury, military leave, jury duty, unscheduled duty hours and advanced sick or annual leave. He/she informs supervisors and employees, on a bi-weekly basis, of compensatory balances to avoid forfeiture or conversion to pay status.
  • Acts as a reference source to answer employee questions regarding leave and earning statements and requirements for applying for special leave programs, i.e., Donated Leave and Family Medical Leave Act.
  • Acts as a liaison between Medical Center personnel and Fiscal/Payroll Service to research and solve problems. Coordinate with nurse managers and supervisors to ensure all staff leave, planned and unplanned, is applied and coded within established timeframes and regulations.
  • Performs other related duties as assigned.


Work Schedule: 7:30am-4:00pm Monday through Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1.) Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. 2.) Knowledge of computerized payroll procedures required for the input of payroll data, interpretation of PAID output and the analysis needed for error identification as well as corrections of previous input. 3.) Is thorough when performing work and conscientious about attending to detail. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.

Physical Requirements: Though most of the work is sedentary, the incumbent must be able to walk, stand, bend, climb, reach, and lift/carry boxes of records, files, papers, and supplies. Proper body mechanics must be utilized during office activities.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
