This position is located in an Air National Guard (ANG), Component Numbered Air Force (cNAF), Air Operations Group (AOG), Air Mobility Operations Squadron (AMOS).
DEFINITION OF AREA(S) OF CONSIDERATION:
Area 1 = Officer members of the Louisiana National Guard.
Duties & Responsibilities:
(1) Provides advice and assistance to the squadron leadership on logistics business processes and performance/efficiency of the squadron. Provides technical oversight for plans, goals and standards for readiness and performance capabilities of the squadron. Responsible for programs associated with squadron business processes, Resource Management (facilities, equipment, budget, stock control and infrastructure), squadron analysis, systems management, strategic planning, metrics and training. Establishes metric and analysis systems for flights to assess efficiency, effectiveness, and compliance with procedures. Provides technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of squadron strategic visions. Evaluates overall logistics effectiveness, modernizes and transforms current business operations and support systems, and modifies logistics strategic planning. Recommends methods to help the squadron optimize use of resources and maximize efficiency and effectiveness. As a senior logistician, recommends to the commander ways to evenly distribute and optimize organization resources to achieve readiness goals and objectives as well as customer needs.
(a) Conducts Command and Control over all subordinate air transportations elements of the AOR/JOA. Maintains both secure and non-secure communications links with all air transportation elements coordinating transportation support requirements and capabilities with other agencies using Global Command and Control System (GCCS) and ITV systems. Coordinates military and commercial aircraft schedules with appropriate control and operations centers and flight line agencies using the Global Decision Support System (GDSS) and GCCS.
(b) Performs staff work based on specialized knowledge of the air mobility mission in the AOC and the related programs to ensure safe and successful accomplishment of all required air mobility requirements. Monitors mental attitudes and individual problems of assigned personnel that might adversely affect mission performance.
(c) As Chief of the Airlift Requirements Team, ensures the right forces, equipment and material will be at the right place at the right time and is designated the single airlift liaison between USTRANSCOM and the assigned theater for theater airlift coordination and JCS exercises; the theater air mobility expert responsible for tasking, planning, and scheduling theater airlift requirements to ensure the most cost-effective use of airlift resources in the assigned AOR/JOA; the Technical Advisor to the Deployment Management Team (DMT) for Time Phased Force Deployment Document (TPFDD) development for Crisis Action and Deliberate Planning; who is responsible for performing airlift feasibility analysis and cost estimates for the assigned theater.
(d) Utilizes and maintains current in-depth and integrated knowledge of inter- and intra-theater air transportation operations in order to identify/receive validated air movement requirements; developing the priorities; and providing to ALCT Airlift Planners for mission planning. Monitors the TPFDD to identify inter-theater cargo and passengers requiring onward intra-theater lift. Coordinates with the JDDOC to ascertain priority of movement; contact requestors and air terminal operations centers (ATOCs) to confirm cargo/passenger availability for airlift. Inputs load data into mobility C2 systems and informs the JDDOC and ALCT Airlift Planners of status.
(2) Administers refresher and advanced training to ANG military AOC WS positional specialists. Instructs logistics readiness officers, air transportation craftsmen, and other assigned air mobility personnel in advanced aerospace operations applications using current AOC systems of record. Instructs and evaluates aerial port and airlift requirements specialists to become instructors. Instructs such personnel to function within established joint doctrinal principles to plan and prosecute theater-level joint operations.
(a) Interviews instructors, logistics readiness officers, and air transportation craftsmen, and other assigned air mobility personnel to discern operational background to determine type, sequence, and extent of required training. Performs as instructor and/or examiner. Evaluates personnel to determine preparation for the application of aerospace force/operations proficiency during actual operations, instructional ability, and technical competence. Conducts post operations critiques. Determines progress and proficiency levels.
(b) Plans, develops, and presents comprehensive courses of instruction on AOC/AMD operations skills. Develops and instructs specific courses in all AOC/AMD phases of operations. Evaluates formal training directives, and develops course changes, new materials, new training systems, and new methods.

5) Must be currently assigned to the Louisiana Air National Guard.

Qualifications
GENERAL EXPERIENCE: Must possess experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must possess at least One (1) year of specialized experiences at the GS-11 level; AND/OR at least Thirty-six (36) months of experience, education or training equivalent to at least the next lower grade level; must have experience, education, or training which includes identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective action.
CONDITIONS OF EMPLOYMENT & NOTES:
The incumbent must obtain and maintain a Secret or higher security clearance and be knowledgeable in the proper handling of classified documents.
This position requires the incumbent to occasionally travel away from the normal duty station; the employee must be willing and able to travel on military and commercial aircraft. The incumbent might be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. May be subject to on-call or recall due to contingencies or emergencies.
Incumbent is required to maintain positional certification commensurate with their applicable AFSC and successfully complete all rectification required by MAJCOM guidance. Incumbent is required to attend Initial Qualification training at the AOC AMD Formal Training Unit class. After completion, the incumbent will receive a special experience identifier (SEI) whereupon he/she will be required to complete Mission Qualification training in order to achieve Combat Mission Ready (CMR) status. Once CMR, incumbent is qualified by functional area and proficient to support primary missions focused on his/her assigned AOC but world-wide capable. Thereafter, incumbent will be required to complete AOC Continuation Training and maintain proficiency in AMD and AOC specific air mobility planning and execution systems. In addition, incumbent will be skilled in a variety of computer system software programs to assist in creating briefings and presentations regarding the planning and execution of air mobility missions and related areas.
