Duties

Help

1. Applies a knowledge of functions and operations to administer career field policy and procedures for career field programs supporting career field employees Air Force wide.
2. Analyzes and evaluates the force structure to identify training and/or recruitment deficiencies and categorization of positions/employees to be included in the assigned career field program.
3. Advises/counsels managers, supervisors, and employees on the continually changing needs of the functional career management program.
4. Analyzes, develops, prepares, and presents promotional material using an appropriate combination ofcorrespondence, publications, personnel media, guides, pamphlets, meetings, telephone calls, information lettersand briefings to publicize the program at all Air Force levels, registrants and the functional community taking intoconsideration such things as the funding, target audience, message to be transmitted, time constraints, etc.

  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-0086, Security Clerical and Assistance Series.

SPECIALIZED EXPERIENCE: Applicantsmust have at least one (1) year of specialized experience at the next lower grade GS-06 grade level position for External Candidates, or GS-05 grade level position for Current or Prior Federal Employees, or equivalent in other pay systems. Examples of specialized experience includes includes practical knowledge of specialized security methods, rules, regulations, principles, and procedures to resolve a wide range of problems and perform a wide variety of interrelated or nonstandard security assignments such as determining the kinds of information and supporting data required, and criteria to be applied, in clearance adjudication processes; evaluating derogatory information to determine if a Security Information Files (SIF) must be established; and ensuring that the SIF includes all supporting data required to complete adjudication determinations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. External Candidates must have served one year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. Current or Prior Federal Employees must have served one year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, regulations, theories, techniques, practices, mission, and organizational structure of the assigned career field program and or functional field to effectively carry out career management responsibilities.2. Knowledge of other HR processes sufficient to relate to and support all career field programs.3. Knowledge of analytical and evaluative methods to accurately assess information and make sound problem solving decisions.4. Skill and ability to provide guidance and counseling to career field employees and managers.5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
