Help

Major duties include but is not limited to:

  • Budget formulation, preparation and review for the medical care, research, travel, education/training, resident and training programs
  • Develops work assignments an provides leadership for those who assist in the budget process to include establishing and maintaining ledgers of appropriations, allotments, accumulating financial, employment and workload data to prepare reports, special projects and analysis
  • Prepares input for station directives on budge formulation procedures
  • Gives assistance to service chiefs and program managers on budget execution and application of funds
  • Reviews prior cost records for furnishing cost data to services and reviews department estimates with established criteria and makes recommendations
  • Provides technical assistance with regard to program funding , control fund and allotment procedures
  • Prepares annual budget plan for the medical facility based on input received and prepares the major revision of the budget plan during the year when required
  • Prepares quarterly allocation requests to support the budget plan
  • Collaborates with various program officials in preparing replies to Central Office fund inquiries
  • Prepares program analyses for use by management and program operating officials, pointing out trends, fluctuations, past employment levels, etc.
  • Prepares complicated and detailed budgetary reports for all level of management
  • Maintains tracking of VISN reserve account in station records and works with the VISN reconcile accounts
  • Provides training to Fiscal Service station management personnel in budgetary procedures
  • Provides advice, guidance and training to funds control officials for formulation of budget requests
  • Prepares narrative justifications to substantiate all funding requests by gathering and correlating adjustments and recommending appropriate funding levels
  • Develops and enhances computer spreadsheets to manipulate financial data and to accumulate, summarize and extract budgetary information in various formats
  • Continually monitors accounting and financial obligation printouts ensuring there is no violations or pending violations of the Anti-Deficiency Act
  • Maintains historical data concerning workloads and obligations, relating past experience to present funding request for accurate fund control
  • Major role in reprogramming funds during the year and in the annual budgetary process, providing recommendations involving detailed allocation or reallocation of supplies, services and salary funding
  • Interprets regulations and prepares works aids for Budget and Travel employees and other station personnel
  • Assists in the preparation of funding requirement for special projects and programs
  • Authorizes emergency funding adjustments
  • Processes all TDA (transfer of disbursing authority) transactions
  • Provides oversight to Budget and travel employees assigned to assist in the preparation of reports and studies
  • Reconciles target allowance (TA) with Automated Allotment Control System (AACS) brining any discrepancies to the attention of the Chief of Budget and Travel and/or Chief of Fiscal
  • Develops and applies reconciliation tests between control points, allotments and budget plans
  • Serves a certifying fall disbursements from the medical center
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: As a key member of the Fiscal Service staff, the responsibilities of this position generate a moderate degree of pressure upon the incumbent in meeting deadlines for period closings, report submissions, etc. The work is sedentary in nature and is usually performed while sitting at a desk. Some bending is required when filing documents. Work entails significant computer input (keying in) and work at computer screen.

Qualifications

To qualify for this position, applicants must meet Time-In-Grade and Specialized Experience requirements met within 30 days of the closing date of this announcement, 02/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.

  • For a GS-9 position you must have served 52 weeks at the GS-7.
  • For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At the developmental level, conducting budget formulation and preparation; utilizing software to analyze, extract, compile and present budgetary reports; establishing and maintaining ledgers of appropriations and allotments; assisting in the preparation of funding requirements for special projects and programs; and analyzing historical spending trends. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts must be submitted with your application. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond the first year in a degree directly related to the position in order to be creditable. GS-11:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At the independent level, conducting budget formulation and preparation to include planning, budget distribution, monitoring of status funds, and analyzing and evaluating obligating activity; establishing and maintaining ledgers of appropriations and allotments; utilizing software to analyze, extract, compile and present complicated and detailed budgetary reports; assisting in the preparation of funding requirements for special projects and programs; preparing program analyses pointing out trends, fluctuations, employment level analysis as it pertains to program financial management; contributing to reprogramming of funds; and analyzing historical spending trends. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts must be submitted with your application. OR,

Preferred Experience:
  • Experience as a Budget Analyst in the 0560 occupational series
