Duties

Help

- Plan work to be accomplished by subordinates, set and adjust short/long-term priorities, and prepare schedules for completion of work.
- Serve as a senior civilian business advisor in the organization.
- Ensure continuously evolving Acquisition Reform initiatives are reflected in requirements packages, requests for proposals, and evaluation methodology and documentation.
- Represent the organization with a variety of installation and functional area organizations.

  • May be eligible for General Overseas Allowances and Differentials. This position may offer a Supervisory or Team Leader Cash Differential.
  • This is a Centrally Managed position under the Contracting Career Field. Serves as an unlimited warranted contracting officer.
  • May be required to work overtime.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Selectee is expected to be granted with and/or maintain a Secret security clearance required for the position.

Qualifications

In order to qualify, you must meet DoD Qualification Standard for GS-1102 Contracting Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: YOU MUST SUBMIT A COPY OF UNOFFICIAL TRANSCRIPTS WITH YOUR APPLICATION

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, NH-02 or equivalent in other pay system. Specialized experience is described as: Knowledge of various types of contracts, methods of contracting, and selection factors to plan appropriate strategies to procure complex requirements, and to conduct negotiations in the pre award and post-award phases of contracting.

Basic Qualification Requirements for Contracting Officer Positions:
In addition to meeting, the basic educational requirement and the 1 year of specialized experience above, applicants must have:
1) Have at least two years of experience in contracting positions; and
2) Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex contracts for unique services, commodities, and/or construction.
2. Knowledge of the business environment (e.g. economic trends, awareness of commercial/business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.
3. Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
4. Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.
5. Ability to plan, organize, and direct the functions and staff of an organization.

ADDITIONAL INFORMAITON:
This is an acquisition coded position. Selectee must complete required certification level 1 in Contracting within 24 months of assignment.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
