Duties

Help
  • You will plan, organize, and direct environmental programs and/or leads environmental efforts on projects, as assigned.
  • You will develop Shipyard instructions and other guidance documents applicable to the implementation of environmental regulations, policies and requirements.
  • You will assist with the development of training material or awareness bulletins to ensure employees are aware of environmental requirements.
  • You will provide training and guidance as a subject matter expert in environmental regulations, policies and requirements to junior environmental personnel, mentor others within the division and department.
  • You will develop and justify multi fiscal year budgetary requirements; work with stakeholders to determine material, maintenance, service requirements and assist with the financial processes for procurement, tracking, execution and close-out.
  • You will be responsible for the surveillance of industrial work performed by Shipyard employees, contractors or other support agencies.
  • You will generate trends and abnormalities to develop and implement plans that will increase compliance and minimize the Government’s risk and liability.
  • You will respond and conduct investigations of spills and environmental non-compliances, identifies the cause(s) and recommends/implements corrective actions.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to lift and carry up to 44 pounds unaided or by using appropriate material handling equipment.
  • On occasion, you may be required to work in confined or otherwise uncomfortable environments.
  • Incumbent can be assigned as the environmental backshift representative, on a rotational or permanent basis to perform his duties, work site surveillances, vessel and shop tours, and follow up on any day shift issues.

Qualifications

For GS12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing environmental programs (e.g., RCRA, non-RCRA, Used Oil, PCBs, Asbestos, industrial waste, etc.) by developing, implementing, and advising on program directives, standards or procedures to evaluate and ensure regulatory compliance.

For GS11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS09 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing technical guidance on all aspects of environmental protection requirements. Examples may include identifying and resolving environmental problems, applies various sampling methods and interprets laboratory results for treatment and disposal of waste, or preparing regulatory correspondence and/or written procedures/guidelines to implement environmental requirements.

For GS11 ONLY:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree,

OR

3 full years of progressively higher-level graduate education leading to Ph.D. degree,

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

This position requires rotating shift work.
