Duties

Help
  • You will serve as a SUPERVISORY IT SPECIALIST (NETWORK) in the OPERATIONS DEPARTMENT (OPS) of NAVAL NETWORK WARFARE COMMAND.
  • You will exercise technical and administrative supervisory authority as the Assistant Operation Department Head over department personnel.
  • You will serve as the Deputy Operations Officer responsible for sound personnel and position management, performance evaluations, approving and disapproving leave, and establishing work plans.
  • You will apply technical knowledge and understanding of Navy networks and architecture to implement processes, technologies and policies to improve IT and communication services throughout the Department of Defense Information Network-Navy (DoDIN-N).
  • You will routinely apply advanced information technology knowledge, experience, and skills within the assigned area to identify and develop required enterprise management products to transform DoDIN processes and programs.
  • You will identify opportunities to improve enterprise-level systems that support business processes and implement solutions.
  • You will be required to have knowledge of IT and operational management techniques and tools to analyze, evaluate and document existing processes and be able to identify areas of success and target areas of operational improvement.
  • You will identify opportunities to improve enterprise-level systems to support business processes and implement solutions.
  • You will be required to draft point papers, briefs, decision memorandums, provide verbal presentations, in addition to technical, administrative, and informational papers on Operational functions for review and acceptance by senior staff.
  • You will provide recommendations and input to new IT and telecommunications policies by acting as Subject Matter Expert (SME) in assignments requiring application of new theories, concepts, and developments to IT problems not addressed by treatment.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Developing plans and programs related to pioneering efforts required to made major or novel adaptations to existing guides to accomplish the mission.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Regularly collaborating with subordinate commands to ensure standardization and implementation of IT and communication technologies and systems.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Ability to persuade or influence others to gain concurrent on major issues that affect the organization.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Identifying policy or guideline shortfalls that negatively affect the security, integrity or assured access to the global IT and network infrastructures, afloat and ashore.

In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:

-Experience managing and administering a group of major work programs to accomplish mission requirements, maintaining full accountability for the economy and efficiency of operations.
-Experience supervising subject matter experts on the development, planning, oversight, administration, management, and implementation of information technology processes to ensure the impact of enterprise changes and service interruptions is minimized.
-Experience leading and managing personnel, to include time and attendance, leave, and evaluating the performance of subordinates.
-Experience providing professional technical advice, guidance, and recommendations to management and other technical specialists on serious IT issues.
-Experience drafting point papers, briefs, and memorandums, as well as delivering verbal presentations to senior staff both internal and external to the command.

This position is within the Work Category SUPERVISORY and MANAGEMENT at Work Level SENIOR, Series and Grade GG-2210-14.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
