Major Duties and Responsibilities:

This position is in the Office of Audits and Inspections (OAI). OAI conducts independent, objective audits, inspections, evaluations, and reviews across all 18 Intelligence Community elements.

Through rigorous, evidence-based analysis, OAI delivers actionable findings and recommendations to enhance operational efficiency and effectiveness throughout the IC.

Duties include but are not limited to: Independently applies Generally Accepted Government Auditing Standards and Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation for conducting audits or evaluations of IC and ODNI programs.

Leads the development of audit and evaluation plans, determining the purpose, scope, and methodology.

Plan and support comprehensive multi-disciplinary inspections, evaluations and special reviews of ODNI component, and IC element programs and other activities within the DNI responsibility and authority in accordance with the CIGIE Quality Standards for Inspections and Evaluations (CIGIE standards) and OAI processes.

Develops test procedures and applies knowledge of auditing and evaluation standards to analyze a variety of documents, records, and processes to determine compliance with regulations, adequacy of internal controls, or achievement of program objectives.

Translates audit and evaluation results into specific, actionable recommendations for improvements to programs, systems, and activities.

Prepares meeting agendas and interview questions for a variety of audiences and situations.

Conducts briefings, interviews, and walkthroughs, adjusting approach and questions as needed to convey and elicit necessary information.

Captures and documents statements and walkthrough observations in an accurate and concise manner.

Conducts review of self and others to ensure work performed meets quality standards and requirements.

Collects and leverages knowledge of audience needs, goals, and perspectives to write and prepare reports and briefings.

Transforms, organizes, structures, and communicates technical information accurately and in an easy-to-understand manner.

Prepares outline of potential audit findings to include condition, cause, effect, criteria, and recommendations relevant to project objectives.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Applicant should have at least 3 years of relevant experience performing complex audits, inspections, reviews, or evaluations and performing duties that matches the requirements described above.

Desired Requirements:

Desired qualifications include an undergraduate degree in a relevant field of study or a combination of education and relevant experience, and OIG relevant professional certifications. Examples are as follows:

Education: Bachelor's degree from an accredited college or university in Accounting or a related field such as Business Administration, Finance, or Public Administration. OIG will also consider degrees in Computer Science, Cybersecurity, and Information Technology.

Combination of Education and Experience: At least 3 years of experience in Accounting or Auditing, or an equivalent combination of accounting experience, college-level education, professional certification, and training that provided professional accounting or auditing knowledge.

Desired Licenses/Certifications: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Defense Financial Manager (CDFM), Certified Fraud Examiner (CFE), Certified Government Financial Manager (CGFM), Certified Information Systems Auditor (CISA), or other applicable professional license or certification.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
