Duties

Help

  • At the MAJCOM level, performs staff administrative analytical and evaluative work for programmatic and budgetary formulation procedures and processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a substantial segment of the Air Force budget. Performs command C2-related, cyber, and IT budget strategy, execution, justification, and operations, and complex financial programmatic analysis and procedures.
  • Represents HQ AMC/A6 with a variety of installation and functional area organizations. Establishes, develops, and maintains effective, high-level, working relationships with Headquarters Air Force Program Element Offices, USTRANSCOM J6 and J8 contemporaries, and branch chiefs; multiple HQ AMC directorate leadership officials, plus division and branch chiefs; Support Group and Communications Group Commanders across the command, including the subordinate Communications Squadron Commanders spread across 12 airlift/air mobility wings and the Expeditionary Center; and multiple DoD-level programming offices.
  • Provides in-depth, factual decision support to Directorate leadership/management/program or project managers in terms of optimal solutions relative to operational issues and concerns supporting the AMC operational environment through information technology and cyberspace. Uses expert knowledge of command structure, missions, programs, and organizational relations teamed with a thorough knowledge of quantitative and qualitative methods and techniques to develop standards/measures covering complex communications, information technology, and cyberspace issues.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include identifying, analyzing, and advocating for broad requirements across the organization to support resource allocation targets for Cyber/IT C2 systems; identifying requirements, aligning requirements with projected funding; applying analytical and evaluative methods for the extensive development, coordination, implementation, and integration of a substantial CIO Cyber/IT Portfolios; develop programming and budgetary recommendations for leadership using the PPBE process; prepare short- and long-range planning guidance in accordance with program policies and objectives using advanced management and organizational principles and practices; applying PPBE guidelines/processes and C2-related Cyber/IT strategy, planning, acquisition, and management process; develop resource guidance for subordinate activities, and perform continuous appraisals; direct complex studies requiring application of advanced analytical and statistical methods and techniques; utilizing resource planning, budgeting, and execution (PPBE) for information management initiatives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of DoD Program Objective Memorandum policies and procedures, sufficient to perform planning, programming, and budgeting to include use of automated data systems and data processes to expertly analyze, formulate, justify, and defend budget estimates, program and resource requirements, and appropriation requests for multiple integrated and stand-alone programs and projects.

2. Knowledge of DoD budget, formulation, and development, and SAF financial management regulations.

3. Knowledge of a wide range of analytical and evaluative techniques used to identify, consider, and resolve complex issues or problems concerning the efficiency and effectiveness of program operations.

4. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.

5. Knowledge of IT principles, concepts, and methods sufficient to analyze the complexities of existing technologies, provide management sufficient technical and cost analysis information regarding emerging technologies, and predict how management can meet future requirements.

6. Ability to communicate effectively, both orally and in writing sufficient to prepare and present briefings/reports and carry out assignments involving work with diverse and dynamic groups by gaining cooperation with tact, courtesy, and diplomacy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
