This position provides Network-wide human resource support work in the VISN Shared service Unit (SSU) that entails determining the approach and methods needed to process personnel actions, and ensure related Worklife Benefits, Leave Administration and Reasonable Accommodation functions are completed in a timely fashion.

Duties include but are not limited to:

  • Performs a variety of duties in connection with the processing of personnel actions for employees under different personnel systems, including Title 5, Title 38, and Hybrid Title 38 employees in the excepted and competitive service, maintaining electronic official personnel
  • folders (e-OPF) and generating and maintaining records and reports.
  • Responsible for daily monitoring of personnel systems for actions related to the duties of the section, following up with the employee and or service, follows up with employee or service as appropriate for any missing information.
  • Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes, FEHB enrollment, FEGLI changes, Military Status, SCD changes, changes in veteran's preference, leave journalizing, and TSP changes).
  • Incumbent supports the work life programs within HR including telework program, Disabled Veteran Leave, Child Care Subsidy and Transit Benefits.
  • Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security).
  • Responsible for reviewing and routing all requests for work life benefits submitted to HR.
  • Attends health benefit carrier enrollment fairs to assist with open season.
  • The incumbent provides administrative support by responding to questions, complaints, problems or situations, and providing explanations of HR policy in WLB.
  • The incumbent conducts regulatory research to provide a thorough response.
Personnel Actions
  • Performs a variety of duties in connection with the processing of personnel actions for employees under different personnel systems, including Title 5, Title 38, and Hybrid Title 38 employees in the excepted and competitive service, maintaining electronic official personnel folders (e-OPF) and generating and maintaining records and reports.
  • The incumbent will be responsible for daily monitoring of personnel information systems (for example, Manager Self Service) for actions related to the duties of the section, follows up with employee or service as appropriate for any missing information.
  • Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes, FEHB enrollment, FEGLI changes, Military Status, SCD changes, changes in veteran's preference, leave journalizing, and TSP changes).
  • Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security).
  • By using the Guide to Processing Personnel Actions (GPPA) and the HR Smart user guide, the incumbent codes personnel actions for employees under different pay systems; verifies accuracy of generated personnel action for all coded entries; verifies accuracy of HR Smart action to ensure action processed; follow-up with Technical Reviewer as appropriate.
  • Incumbent is responsible for using the DFAS Remedy system to initiate corrections relating to the duties of the section.
  • Follows up with the Technical Reviewer or HR Specialist on requests for corrections and/or DFAS remedy.
  • Assists with suspense related to duties of the section; ensures accuracy of information, maintains suspense documents, and follows up on overdue suspense notices with appropriate individuals.
  • Provides technical guidance, information, and assistance for the Reasonable Accommodation program.
  • Evaluates sensitive personnel issues and counsel's employees on the requirements of viable options.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:

GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04, in the normal line of progression for the occupation in the organization. This is a entry level, HR Assistant position, that requires general experience, progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled.
You have knowledge of and a skillset in applying, basic principles and practices of the HR Assistant specialization, sufficient to perform entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments

  • Able to communicate factual and procedural information clearly, orally and in writing
  • Able to gather and analyze basic facts and draw conclusions
  • Experience in customer service and data entry; using Microsoft Office, Word, Excel,.
  • Ability to organize and prioritize work.
  • Ability to work independently with minimal direct supervision.
Uses initiative and works independently within the framework established by the Supervisor or Lead in carrying out recurring assignments such as obtaining, inserting, and correcting missing and incorrect data in Worklife Benefits and Reasonable Accommodation files and automated HR systems. Skill in collecting, analyzing, and organizing technical data. Ability to use qualitative and quantitative analytical techniques to make informed judgments on problems and issues. Skill in establishing and maintaining effective working relationships with a wide range of personnel both internal and external to the agency. Examples of specialized experience would typically include, but are not limited to: Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
  • Comprehensive and thorough knowledge of laws, regulations, Executive Orders, agency HR policies and procedures, court decisions and issues as they pertain to the assigned areas of responsibility.
  • Knowledge of agency organizational structure, management policies, procedures and practices
  • Knowledge of, and skill in applying, legal research methods, information- gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts, commissions, and administrative bodies have rendered.
  • Knowledge of GPPA and processing Personnel Actions in HR Smart.
  • Ability to communicate ideas clearly both orally and in writing to effectively present findings and advisory opinions.
  • Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of HR issues or problems of a procedural or factual nature.
  • Skill in establishing and maintaining effective working relationships with a wide range of personnel both internal and external to the agency.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
