This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Office of the Chief Counsel - Tax and Trade Division.

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Provide final independent advice and recommendations to Bureau officials on a wide variety of extremely difficult and complex problems affecting the Bureau.
  • Understand and advise managers and employees on compliance with the Internal Revenue Code of 1986 (IRC) and the Federal Alcohol Administration Act (FAA Act) and other laws related to TTB operations.
  • Responsible for comprehensive legal review of new regulations and rulings that may be required as a result of significant opinions issued by the courts or as the result of new legislation.
  • Review and comment on proposed legislation that may affect the Bureau; and draft or review for form and substance rulings, regulations, and directives intended to affect the Bureau's personnel and operations, the regulated industries, and the public generally.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-14: You must have a minimum of two years (24 months) of experience practicing as a licensed attorney. The experience must include one year of experience at the GS-13 level or equivalent in the Federal service or private sector including acting independently as a lead agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for court proceedings, drafting legal memoranda regarding effects of proposed legislation or regulations, and drafting briefing papers on legal issues for senior government officials or private sector clients.

Specialized experience for the GS-15: You must have two years (24 months) of experience at the GS-14 level, or equivalent level of difficulty in the Federal service or private sector. Examples of such experience might include independently handling cases involving sensitive or highly visible issues that may contain facts which are difficult to develop and prove or matters of a precedent-setting nature.

Education

To be qualified for this position, you must meet the basic educational and/or work experience requirements for Attorney-Advisor positions in the federal government. Applicants must:
(1)
Be a graduate of an accredited law school with an LL.B. or J.D.;
(2) Be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and
(3)
Meet all specialized experience requirements as described in the vacancy announcement.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • All newly appointed employees to the federal service are subject to a probationary period if hired under a competitive service appointment, or a trial period if hired under an excepted service appointment. These periods are designed to evaluate an employee's performance, conduct, and alignment with agency mission and values. These periods are no longer passive transitions to permanent status but serve as formal extensions of the hiring process, requiring affirmative Supervisory certification action.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Undergo an income tax verification.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
