Duties

Help

This position is located in a Joint Force Headquarters - State (JFHQ-ST), Chief Information Officer Directorate. This is a joint use National Guard Dual Status Technician position requiring military membership. The primary purpose of this position is to support emergency communications for the National Guard. This includes ensuring unbroken mission command between JFHQ-ST and its armories, developing interoperability between National Guard units and civil agencies, and advancing training within the force on Commercial Off the Shelf (COTS) emergency communications equipment necessary to enable the first two objectives.

Work primarily concerned with the movement of information between locations. Information moved in the form of voice communications, such as radio or telephone (including cellular), data communications involving digital transmission between computers, computer terminals, facsimile stations, or video communications such as that used in teleconferencing. Technical work of gathering materials; coordinating schedules; developing specifications and planning telecommunications programs and projects; testing equipment; providing services and software for performance acceptability; and related work connected with the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunication equipment, services, and systems.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):

Area of Consideration:
This position is open to Area 1 Only.

Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2)
Area 2: Current members of the South Carolina Army National Guard
Area 3: Any individual eligible for membership in the South Carolina Army National Guard

*Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

GENERAL EXPERIENCE REQUIREMENTS:
1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
2. Plan and organize work; and
3. Communicate effectively orally and in writing.

SPECIALIZED EXPERIENCE REQUIREMENTS:

1-year equivalent to at least next lower grade level. Specialized experience time requirements are applicable to both one and two grade intervals.

Specialized experience includes experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, or U.S. Air Force telecommunication programs.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Security clearance varies.
2. Incumbent must complete the following Federal Emergency Management Agency (FEMA) Incident Command System (ICS) classes within 6 months of employment:
a. Introduction to Incident Command System, IS-00100
b. Basic Incident Command System for Initial Response, IS-00200
c. Intermediate Incident Command System (ICS) for Expanding Incidents, ICS-300
d. An Introduction to the National Incident Management System, IS-00700
e. National Response Framework, An Introduction, IS-00800f. All-Hazards Communications Unit Leader (COML) Course
3. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
*4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Education

Graduate Level Education:

Education at the graduate level in an accredited college or university in the amounts shown in the Office of Personnel Management table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combining Education and Experience:

Use the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions to determine if completion of graduate level education in the amounts shown in the table may be qualifying for grade GS-09, GS-10, and GS-11 if it provided the knowledge, skills, and abilities necessary to do the work. When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.
