This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER, Position Description Number PDD2462000 and PDD2204P01and is part of the 153d Airlift Wing's Safety Office, Wyoming Air National Guard.
This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
This position is located within the 153d Airlift Wing's Safety Office of the Wyoming Air National Guard. The Occupational Safety Manager has overall responsibility for a fully developed safety and occupational health program and advises key managerial and executive personnel on courses of action that will achieve mission goals with a minimum risk of injury to personnel and damage to property. The purpose of the work is to assess the effectiveness of specific programs, projects or functions, and often involves the development of safety and occupational health criteria and procedures for agency activities. Work products impact on a wide range of agency safety and occupational health program activities.
(1) Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse safety program (and weapons/explosives safety) affecting a complex multi-mission installation and tenant command organizations.
(2) Plans, directs, and conducts investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.
(3) Prepares supplements to instructions and manuals and develops specialized local instructions defining mishap prevention, weapons and explosives handling, use and storage procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies.
(4) Reviews and develops explosives site plans (utilizing manual and automated techniques) and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with explosives safety standards and safety codes.
(5) Develops and provides technical safety training/instruction to supervisors, employees, and/or unit explosives safety representatives on a wide range of work operations areas, such as risk assessment, transportation, handling, proper storage of hazardous materials, and evacuation procedures.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

CONDITIONS OF EMPLOYMENT:
1. Must obtain and maintain a Secret clearance.
2. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
3. May occasionally be required to be in an on-call status outside normal duty hours or on holidays.
4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
5. May be recalled to duty.
6. Requires employees to occasionally work under adverse environmental conditions.
7. Required to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
8. Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard. Area 4: All current military members of the Wyoming Air National Guard. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

EDUCATION
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Possess experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.

CERTIFICATES:
Certified as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification. Applicants may also qualify for higher grade levels based on their education and/or experience.
SPECIALIZED EXPERIENCE REQUIREMENTS: For GS-11: Must possess at least one year of experience equivalent to the next lower grade (GS-9) and experience performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Experience recommending measures and methods to correct safety and occupational health deficiencies. Experience participating in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Experience reviewing test implementation directives for inclusion of appropriate safety criteria. Experience preparing supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.
For GS-12: Must possess at least one year of experience equivalent to the next lower grade (GS-11) and possess experience performing industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops. Experience that demonstrates knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications required to achieve a safe working environment. Experience performing safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations. Experience performing aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.
NOTE: Education, Experience, Certifications, and Specialized Experience will be used to determine qualifications for the announced position.
