Summary

This position is developmental to the full performance level of GS-11. The duties performed are those of a first-level journeyman who works with higher-grade staff and who independently utilizes standard and well-established techniques and methods. Incumbent serves as Administrative officer for the Education Service. Primary responsibility for planning, development, and direction of the Education program and advising the Chief of Education on VA and regulatory agency policies and procedures.

Major Duties:

  • Management and Analysis - technical advisor to senior facility leadership providing guidance, recommendations and monitoring in the implementation, management, and evaluation of Education programs and ensuring that the programs meet required standards and/or criteria; conducts special studies and analysis, including feasibility studies, cost/benefit analysis, etc. and submits findings, results, and recommendations in a timely, concise, and accurate manner.
  • Clinical and Administrative Education - provides overall administrative and program management for the division to include interpreting administrative requirements, and/or providing advice to top management on related issues.
  • Budget Guidance and Administration - primary responsibility for ensure the smooth functioning of all administrative processes or instituting new processes or improvements to existing ones including but not limited to managing all education procurements, contrats, and fund control points for the Education Division, preparing procurement requests, evaluating proposals for work, is the Contracting Officer's Representative for procurements, and maintains procurement and contracting records.
  • Accreditation Program Administration - provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the educational programs maintained at the organization.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 and for a GS-11 position you muchs have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Preferred Experience: Accreditation program management to include reports, evaluations, and researching requirements such as fees and processes; developing and publishing standards for conducting audits of educational programs; coordinating with Education Program Specialists; managementy of new and ongoing processes; ensuring quality assurance; knowledge of the data life cycle; and Agent in Place (AIP) training are preferred but not required.

To qualify for the GS-09 applicants must meet the following criteria

  • Specialized Experience: To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-7 in the normal line of progression for the occupation in the organization. This is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for GS-9 includes the same specialized experiences for the Full-Performance Level GS11 but would have been completed under closer supervision and with less subject matter mastery. Examples include but are not limited to: Ability to follow instructions and/or training provided by the supervisor in performance of assigned duties; ability to apply skills and knowledge of routine and non-routine assignments; adherence to basic policy and instructions; ability to use judgement in choosing, interpreting, or adapting available guidelines to specific issues; ability to analyze situation against current guidelines that cover it and make recommendations for changes; ability to assess the productivity, effectiveness, and efficiency of conventional program operations, and present analysis and recommendations for resolution to more complex issues to management; OR,
  • Education: Applicants may substitute a master's or equivalent graduate degree, 2 full years of progressivley higher level graduate education leading to such a degree or LL.B. J.D., if related; OR,
  • Combination of Specialized Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. This is determined by computing total qualifying experience as a percentage of the experience required for the grade level, then computing the education percentage for the grade level; these percentages added, must equal 100 percent. For GS-9, graduate education must be in excess of 1 full year graduate level education.
To qualify for the GS-11 applicants must meet the following criteria
  • Specialized Experience: To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-9 in the normal line of progression for the occupation in the organization. This is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include but are not limited to: High level of knowledge and expertise in the application of analytical and evaluative methods and techniques to address complex issues or studies pertaining to the efficiency and effectiveness of program operations manage by administrative or professional personnel; proficiency in conducting thorough analysis and evaluation of substantive administrative support functions such as supply, budget, procurement, or personnel; expertise in understanding of relevent laws, regulations, policies, and precedents that impacted the program and its associated support resources; ability to plan, conduct and analyze work independently; ability to interpret existing policies and deveelop new, innovative strategic guidance on program planning, reporting and evaluation of the management and realignment of the processes to excee reqirements establishe by executive leadership; ability to gather information, identify, and analyze issues, and develop recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting; ability to assess productivity, effectiveness, and efficiency of program operations or to analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support staff activities; OR,
  • Education: Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related; OR,
  • Combination of Specialized Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. This is determined by computing total qualifying experience as a percentage of the experience required for the grade level, then computing the education percentage for the grade level; these percentages added, must equal 100 percent. Only graduate education in excess of the amount required for the next lower grade level (GS-9) may be used to qualify applicants for positions; for GS-11 applicant's first 2 years of graduate study are not qualifying.
