Duties

Help

The Human Resources Specialist – Workforce Experience and Development position is located in the Office of Human Resources at the National Gallery of Art and reports directly to the Deputy Chief Human Resources Officer. This position serves as the Gallery’s expert in workforce development and employee experience, with responsibility for designing, administering, and evaluating learning programs, feedback initiatives, and change management efforts that support organizational effectiveness and employee engagement.

As a Human Resources Specialist (Human Resource Development) you will:

  • Lead and manage the Gallery’s learning and development programs by overseeing staff and consultants, advise management, design and deliver employee, supervisory, and leadership development initiatives, and establish standards and materials to ensure effective, organization-wide HRD outcomes. 
  • Design and administer employee surveys and feedback initiatives, analyze results to identify workforce challenges, develop and implements process improvements, and drive change adoption through stakeholder engagement, metrics, and leadership recommendations. 
  • Provide guidance on federal and Gallery learning/training policies, develop and update procedures, fosters interagency and external partnerships, and coach leaders on change management to enhance engagement, service, and organizational effectiveness. 
  • The incumbent serves as the National Gallery’s principal advisor for cultural change management activities and is responsible for advising, planning and leading efforts to develop innovative solutions to address critical issues impacting the effectiveness of programs, employee engagement, communication, workforce processes and systems.

Qualifications

Specialized Experience:  You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service. For this position, specialized experience is defined as leading or managing employee learning, training, development, or engagement programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
