This position is located in the Bureau of Legislative Affairs, Office of the Principal Deputy Assistant Secretary (H/PDAS). The Bureau of Legislative Affairs serves as a liaison between the Department of State and the Congress and is responsible for leading the development of and advancing the President’s and the Department’s legislative agenda in the areas of foreign policy, national security, and strategy.

Duties

Help
  • Serves as an advisor for a range of foreign policy, foreign assistance, and legislative issues for devising and executing the foreign policy of the U.S and operations of DOS by managing the annual Congressional budget and appropriations process
  • Supports the development of strategies and tactics, advises senior officials of calls and briefings, prepares analytical reports, memos and written materials for Congressional activities such as classified briefings, policy and legislative strategy.
  • Represents the Bureau and the Department in committee, subcommittee and/or group meetings, ensuring that information is provided that completely addresses Congressional requests.
  • Negotiates internally any conflicts/ inconsistencies between the Department's policy or legislative position by consulting with Legal and H leadership and gives justifications to appropriation committees to obtain funding or approval of initiatives.
  • Undertakes subject matter expert team review of legislative proposals and budgetary decisions affecting the diplomatic programs, foreign assistance, and program and logistical operations of the Department of State.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience liaising with members of Congress and their staffs.
  • Experience navigating the Congressional appropriations process.
  • Experience working on foreign assistance legislation (ie. familiarity of the House procedures, the procedures of either the House or Senate on drafting, marking up, and enactment of appropriations
    legislation.)

There is no substitute of education for specialized experience for the GS-14 position.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
