The Deputy Assistant Inspector General for Audit (DAIGA) serves as a Senior Executive Service member on the Department of Justice (DOJ) Office of Inspector General (OIG) senior leadership team and reports directly to the Assistant Inspector General for Audit (AIGA). The DAIGA provides executive leadership direction for the full range of audit activities and supervision for about 200 auditors, program analysts, IT specialists, and other personnel located in Washington, D.C., San Francisco, Denver, Chicago, Atlanta, and Philadelphia.

In this capacity, the DAIGA:

  • Proposes and directs the performance of audits relating to Department-wide programs, functions, and operations, particularly those involving federal grant and acquisition activities, and financial management. Devises techniques and directs the performance of audits to promote economy, efficiency, and effectiveness, and in the detection and prevention of fraud, waste, and abuse in programs and operations.
  • Reviews and approves reports to ensure that findings comply with Government Auditing Standards and are properly, clearly, and objectively reported; that appropriate recommendations are made; and that promised corrective action is completed timely.
  • Directs and manages the progress of audits of extreme sensitivity and complexity, ensuring that they have a timely and positive impact on areas of significant risk to the DOJ's mission.
  • Reviews existing and proposed legislation and regulations to determine impact on the economy and efficiency of OIG and DOJ programs and operations and provides input on Department and Congressional inquiries.
  • Serves on high-level OIG, DOJ, and federal oversight community committees and helps coordinate initiatives and programs of mutual interest and to foster crosscutting audit activities.

The incumbent should possess superior interpersonal and communication skills to ensure effective leadership of Audit Division staff and sound management practices to oversee the administration and productivity of the Division.

Duty station will be negotiated after selection in Washington, DC; Denver, CO; Philadelphia, PA; Chicago, IL; San Francisco, CA; or Atlanta, GA.

In addition to the minimum qualifications listed above, you must possess the following Executive Core Qualifications and Mandatory Technical Qualifications:

Mandatory Technical Qualifications (MTQs)
  1. Demonstrated and substantial senior level experience in the formulation, management, and administration of diverse audit and oversight operations overseeing government programs, financial management activities, and procurement.
  2. Demonstrated record of accomplishment leading the administration of audit programs and quality assurance practices that ensure compliance with Government Auditing Standards and agency policy, in applying proficient skills in drafting, reviewing, and editing work products to ensure results are accurate, clearly stated, and result in improved government operations.
  3. Demonstrated senior level experience in a government oversight function effectively supervising subordinate managers and a diverse workforce conducting audits, programmatic reviews, evaluations, inspections, or other reviews and analyses of a large government organization's internal and external activities.
Executive Core Qualifications (ECQs)

In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs:

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond in narrative form to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
