Duties

Help

The Director of Shared Services provides executive leadership and strategic direction for enterprise shared services across the Department of the Treasury. The incumbent is responsible for overseeing the delivery, integration, and continuous improvement of shared service functions to ensure efficiency, consistency, compliance, and high-quality customer service in support of Treasury's mission and bureaus.

  • Provides sustained executive leadership to ensure effective programmatic and administrative controls that prevent and minimize fraud, waste, and abuse, in accordance with OMB Circular A-123, Treasury Directives, and internal control requirements.
  • Directs budget formulation, justification, and execution for complex, high-impact programs, including the development and presentation of annual performance plans to the Department, the Office of Management and Budget, and appropriate Congressional committees.
  • Ensures consistent application of Treasury accounting policies and standards across Treasury Franchise Fund (TFF) operations, resolving complex financial issues and providing authoritative guidance to senior leadership.
  • Evaluates and strengthens financial management and accounting policies, programs, and internal controls, advising the Deputy Assistant Secretary for Management and Budget, the Assistant Secretary for Management and Chief Financial Officer, and the Deputy Chief Financial Officer on long-term, enterprise-wide improvements.
  • Interprets historical and projected financial data to provide a comprehensive financial perspective that informs Departmental policy development, strategic planning, and executive decision-making.
  • Leads the development and implementation of innovative, sustainable financial management strategies to address complex, cross-cutting challenges and improve organizational performance over time.

  • Must meet the basic education requirements for the Accounting Series (0510), as prescribed by OPM.
  • A one-year SES probationary period is required, if not previously completed.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.

Qualifications

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ1 - Demonstrated experience with providing guidance and oversight to a technical financial management program and implementing budget and/or accounting standards and policies in accordance with generally accepted accounting principles in the Budget Control Act as well as regulatory guidelines published by the Office of Management and Budget (OMB), with a very high level of expertise of doing so within a Federal agency and/or private sector entity.

TQ2 - Demonstrated experience in serving as principal liaison with external auditors and in coordinating budget statement audits, working capital fund, reporting, and resolving major complex budget matters.

TQ3 - Demonstrated experience with briefing senior officials on and making recommendations about resource allocation for a federal or other government agency, including the quality and timely delivery of contracted services.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement.

ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Leadership Competencies: Operational Mindset, Innovation, Strategic Thinking.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

  2. Combination of Education and Experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements
