Duties

Help

As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:

  • Position works as a Program Analyst in support of Senior Acquisition Analysts with providing recommendations to the Missile Defense Agency (MDA) leadership on all matters related to acquisition of program requirements across the Missile Defense System (MDS).
  • Applies MDA directives, procedures, guides, etc. such as those referenced in the Comprehensive Acquisition Process (CAP).
  • Provide Senior Acquisition Analyst with managerial and technical skills to assist with the development and implementation of successful MDS program planning, budget development, risk management, integrated logistics, acquisition and operational policies, plans and assessments.
  • Serves as an assistant to the expert planner, analyst, and advisor to agency management on program analysis, annual/multi-year and long-range acquisition program planning for key agency programs.
  • Works on comparison of actual program developments against approved plans and baselines to identify potential and actual problems. Assist Senior Acquisition Analyst with the development and coordination of Contract Requirements Packages (CRPs) in order to translate new and ongoing engineering requirements into artifacts that can be utilized in development of Requests for Proposals.
  • Assist with the execution of inter-agency acquisitions as required with Other Government Agencies and support the review of services

  • This is an acquisition position coded Practitioner in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months.
  • Employee must obtain/maintain a Non-Critical Sensitive/Secret clearance

Qualifications

You may qualify at the NH 03 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-12 grade level in the Federal service as listed below and must meet 3 out of the 5 specialized experience listed below to be qualified:

  • Acquisition requirements for complex weapons systems and equipment or closely related systems and equipment development, procurement, and life-cycle management in order to plan and execute complex, multi-faceted projects.
  • Assessing and developing acquisition planning documents, requirements gathering, collaborating across multi-functional teams and providing program support
  • Acquisition regulations, policies, regulations, and precedents in order to analyze and resolve programmatic issues, involving risk, cost, schedule and performance.
  • Advising leadership on program, product, or project strategies pertaining to program cost, schedule and performance
  • Communication skills in order to research, plan, coordinate, develop, and deliver oral and written presentations and reports.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
